Diphu, June 16 (EMN): In the proposed peace agreement to be signed between the Central government and the six extremist outfits of Karbi Anglong, the Karbi Anglong District Congress Committee (KADCC) wants Article 244(A) of the Indian constitution to be included for the creation of an autonomous state for the three hill districts of Assam.
In a press conference held at the office of KADCC in Diphu on Wednesday, its vice president, Ratan Engti, stated, “We have submitted a memorandum to the central government, state government and Karbi Anglong Autonomous Council (KAAC) authority and urged for consideration for implementation of Article 244(A) of the constitution for creation of Autonomous state as the topmost priority in the peace accord”.
“We welcome the long awaited proposed peace agreement to be signed shortly between the government and the six rebel outfits the Karbi Longri NC Hills Liberation Front (KLNLF), two factions of Karbi Peoples Liberation Front (KPLT), United Peoples’ Liberation Army (UPLA) and Peoples Democratic Council of Karbi Longri (PDCK) for the cause of peace and development of the district”, said Engti.
The KADCC also lamented for not including the long-standing autonomous statehood issue in the previous two accords, viz. the MoU and the MoS signed in 1995 and 2011 respectively, where the creation for an autonomous state within the state of Assam under Article 244(A) inserted through the constitution (22nd Amendment) Act, 1969 was totally denied.
Engti claimed that autonomous statehood issue was the main root cause of militancy, confronting the hill people of the districts in Assam, and so the accords had become futile and impractical and could not solve the major problems of the hill districts permanently.
In regard to the agreement, the Congress party is optimistic that the militant groups would uphold their aims and aspirations in the spirit of their sacrifice and stick to the implementation of the Indian constitution, which calls for the creation of an autonomous state within the state of Assam for people living in the sixth schedule areas of the hill districts in the state, Engti added.
