Diphu, March 21 (EMN): Karbi Anglong Autonomous Council (KAAC) has passed the budget of inherent subject for the fiscal 2018-19 during the second day of the ongoing budget session on Wednesday March 21 at KAAC session hall in Diphu.
During the discussion of the budget MAC D. Uphing Maslai informed the house regarding the non receipt of motor vehicle tax from the state government by the KAAC. Maslai pointed out that the NCHAC in Dima Hasao is receiving the motor vehicle tax regularly of which the KAAC have not been receiving for several years. An amount of INR 33 crore as arrears of motor vehicle tax from state government is to be received by KAAC.
In reply, CEM Tuliram Ronghang informed the house that he has discussed the matter about the arrears several times with state finance minister. In order to pay the arrears amount of motor vehicle tax by the state government, the state finance minister has formed a commission to study on it, he said.
Also, Ronghang said that as per Memorandum of Understanding (MoU) and Office Memorandum (OM) signed in the year 1995, the transport department should come under KAAC and so revenue from motor vehicle tax should be received by KAAC, he said.
CEM said an amount of INR 96 crore tender would be made for extracting of oil from Dhansiri area while citing that, “once the tender is called, an MoU would be signed with the company by the council for receiving of revenue from the oil extraction. There is huge deposit of coal in areas like Socheng, Kopili and Amreng in West Karbi Anglong and Langfer, Singhason constituencies. If revenue can be received from the extraction of oil and minerals, than surely there will be no depletion of budget. We will have a surplus budget and more development can be taken up.”
Ronghang also said that the budget allocation from state government for the twin hill districts of Karbi Anglong is very meagre. Smaller states like Sikkim, Goa, Mizoram and Nagaland are getting adequate budget allocation from the Centre. If Karbi Anglong also gets the same amount received by other states, there is no question that Karbi Anglong will not be developed.
“The development taken up during the 12 years of ASDC-CPI(ML) and 10 years of Congress, will be done in five years by BJP government in Karbi Anglong,” the CEM asserted.
After the vote account made by CEM was accepted by the members of the house and passed the budget.
During the present fiscal year the administration of public works expenses has put to INR 2645 (twenty six crores forty five lakh) and for education is INR 16091 lakh, while for art and culture is INR 176.70 lakh. For Public Health and Sanitation and Water Supply the expenses made is INR 40 lakh, while for Urban Development the budget allocation made is INR 2 crore and for natural calamities INR 1 crore.
Forest has received expenses of INR 2451.80 (twenty four crores, fifty one lakhs eighty thousand) and for roads and transports is INR 576.00 (five crores seventy six lakh). For loan and advance to KAAC employees it has been allotted INR 43.80 lakhs and for contributory provident/LIC fund is INR 325.00 lakh. While for KAAC is INR 192.60 lakhs and for Executive Members the expenses made is INR 625.60 lakhs; for administration of justice INR 50.90 (fifty lakh ninety thousand), while for land revenue INR 1718.80 lakh and for art and culture INR 176.70 lakh.
