Dimapur, Jan. 21 (EMN): The Joint Committee for Prevention of Illegal Immigrants (JCPI) has taken a strong exception to Nagaland governor RN Ravi’s statement on Inner Line Permit (ILP) cut-off base year at the recently concluded NLA session.
Ravi told the house on January 17 that ‘as Dimapur sub-division was constituted as a tribal belt only on November 21 in 1979, a distinction has been made where the non-indigenous people who settled prior to this date will not require ILP’.
However, JCPI has said through a press release on Tuesday that it “will not compromise with any other date other than 1st December, 1963 as the cut-off date and year for the list of indigenous inhabitants in the state of Nagaland”.
“The mention of November 21, 1979 as the date and year to make a distinction between those non- indigenous people settled in Dimapur is unacceptable and premature as the Banuo's Commission is yet to officially submit its report,” read the statement.
It went on to say that the committee along with all tribal apex bodies and CSOs had decided in its meeting on December 18 last year to reject the concept of CAA and passed a “resolution against two cut-off dates and years with regards to the coverage of ILP under Dimapur as BEFR 1873 naturally comes into effect with the creation of statehood on 1st December, 1963 and that it would be non-negotiable.”
“Another resolution was the ultimatum served to the government to submit the final report on RIIN Commission before 31st January 2020 and that the final notification to be issued latest by 29th February, 2020.
“The domicile certificates and the certifications of (Non-Naga) indigenous have been thoroughly misused and sold to any Indian citizens willing to pay certain price tag. This itself exposes the nexus within the government and unscrupulous elements taking undue advantage of lacunae in the government system and set-up; for which there is an immediate need for a total halt and revamp, to strengthen the ILP implementation all over the State of Nagaland if it has to be effective and transparent,” it added.
