INR 3.98 crore reimbursements made to Nagaland under SRE scheme in 2020-21

Dimapur, June 5 (EMN): The government of India has been implementing a ‘scheme for reimbursement of Security Related Expenditure (SRE) for the north-eastern states, except Mizoram and Sikkim that are seriously affected by militancy/insurgency since 1995’, according to a report from the Union Ministry of Home Affairs.

Under the scheme, the report said, funds are shared between Centre and state in the ratio of 90:10 and expenditure incurred by the beneficiary states on various security-related items, including raising of India Reserve Battalions, logistics provided to the central armed police forces, ex-gratia grant and gratuitous relief to the victims of extremist violence, honorarium to village guards, expenditure incurred on maintenance of designated camps set up for groups with whom the central/state governments have entered into agreement for suspension of operations and expenditure incurred on surrendered militants and their rehabilitation is being reimbursed.

A review of the SRE scheme for NE states, which came into effect from April1 2018, maintained that the enhanced ex-gratia for killed / injured person in extremist violence was: INR 2 lakh for civilian death, INR 20 lakh police personnel death, and INR 75,000 to 5 lakh for permanent disability of police personnel.

As per the report, reimbursement made to Nagaland under SRE scheme in 2020-21 (up to Feb. 18 2021) was INR 3.98 crore.

It stated that language/ethnicity, tribal rivalry, migration, control over local resources and a widespread feeling of exploitation and alienation resulted in violence and diverse demands by various Indian Insurgent Groups (IIGs). The demands vary from sovereignty in some cases to independent state or homeland or simply better conditions for ethnic groups they claim to represent.

“The underground outfits indulge in violent and terror activities and intimidate people with arms in order to achieve their objectives /demands. They maintain cross-border links, procure arms, recruit and train their cadres, and indulge in unlawful activities such as damaging of public properties, bomb explosions, extortions, killing of innocent civilians, security forces personnel, attacks on/abduction of government employees, politicians, and businessmen,” it stated.
