Immediate cancellation of land allotment to VVKI: KSYC

Correspondent Diphu, May 16 (EMN): The Karbi Student’s & Youth Council (KSYC) vehemently opposed the allotment of the land of the incomplete Havarpi Tourist Complex, measuring 62 bighas 2 kothas 14 lusas including one RCC building, two staff quarters and a mini park with RCC sheds to Vyakti Vikash Kendra India (VVKI) Trust, Bengaluru by the Karbi Anglong Autonomous Council. It is a glaring instance of systematic separation of Tribal from their lands in a constitutionally specified ‘Tribal area’. The allotment should be cancelled with immediate effect; and the beneficiary Vyakti Vikash Kendra India (VVKI) Trust should leave possession of the land. This was informed by President, Rajendra Kramsa during the press conference.Rajiv Tokbi, Secretary General, slam the Karbi Anglong Autonomous Council for not taking any protective measures for protection of land in ‘Tribal area’ instead the authority are playing hide and seek policy. If any individual or local body are found in involving in the matter, stern action will be taken by the student’s organization, he added. Moreover, the Students organization also said that, they cannot give the departmental land to any private corporate, all the ongoing work have to stop immediately if any untoward accident happen the Vyakti Vikash Kendra India (VVKI) Trust have to take their own responsible stated by Kramsa. The organization also informed that, the Harvarpi Tourist Complex was constructed during the tenure ship of Jotson Bey, Ex-CEM of Karbi Anglong Autonomous Council in 1999. The complex foundation stone was laid by Dr. Jayanta Rongpi Ex-MP on 27 December, 1999. The land was donated by one Bhaphukon Terang, to the Tourism Department of Karbi Anglong Autonomous Council by giving assurance to offer a job in the Tourism Department but after two years Bhaphukon Terang died and his seat was given to his wife but after a couple of years, it was slotted by the KAAC authority. According to the Paragraph 3 (a) of the Sixth Schedule also confers legislative power to the Karbi Anglong Autonomous Council to make laws with respect to “ the allotment, occupation or use, or the setting apart of land, other than any land which is a reserved forest, for the purpose of Agriculture or grazing of for residential or other non-agriculture purposes or for any other purpose likely to promote the interest of the inhabitants of any village or town . But the allotment of land to VVKI Trust is against the interest of the Karbis and other indigenous hill tribes proper of Karbi Anglong. This was stated during the press conference by the student’s organization leaders. According to the official letter, the Tourism Department has issued No Objection Certificate on 17 March 2017 to the Vyakti Vikash Kendra India (VVKI) Trust.
