Imphal, Dec. 18 (EMN): Manipur Chief Minister Nongthombam Biren Singh on Wednesday said the state’s government is taking steps to properly implement the Inner Line Permit (ILP) system in the state by January 1.
“Government is making attempts to properly implement ILP in the state before January 1 (New Year day) 2020. Necessary official works and detail discussions are on to formulate the guidelines and rules,” he said.
The chief minister was replying to a call attention motion by opposition MLAs Kh Joykishan and RK Imo of the Indian National Congress on the apprehension about the influx of migrants despite the implementation of the ILP system in the state, on the first day of the three-day winter session of the Manipur assembly.
The ILP system which was in force in Arunachal Pradesh, Mizoram and Nagaland has also been extended to Manipur on December 11 after Union Home Minister Amit Shah announced in the Parliament on December 9. However, it is yet to be published in the state gazette even though it had already been published in the gazette of India on December 11.
The government need to publish the gazette after finalizing the necessary rules for penalties, he said.
Informing that the state’s government has identified seven to eight entry check points, he said certain criteria will be maintained depending on the different categories of the applicants.
He asked those who wish to apply for ILP to contact the state’s Home department officials.
On the question of incorporating a base year, the chief minister informed the house that it will be done under National Register of Citizens (NRC).
For this matter, he said that the state government had already approached the central government to conduct the NRC in Manipur and the state cabinet had also taken a decision.
Opposition MLA Joykishan and RK Imo questioned the present status in implementation of the ILP system in Manipur.
The chief minister also informed the House that the government will coordinate to form a state-level price fixation committee to check superfluous price hike of essential commodities in the state.
Singh was replying to a calling attention motion jointly by Opposition members Govindas Konthoujam and Surjakumar Okram over the escalating prices of essential commodities and shortage of petroleum products in the state.
