DIMAPUR — The Kohima Bench of Gauhati High Court has directed Future Generali India Insurance Company (FGI) to complete the process of collecting ‘No Dues Certificates’ from the remaining 11 empanelled hospitals under the Ayushman Bharat–Pradhan Mantri Jan Arogya Yojana and Chief Minister’s Health Insurance Scheme (AB-PMJAY/CMHIS) in Nagaland.


During the hearing of PIL on October 15, the FGI’s counsel informed the court that certificates had already been collected from 23 hospitals and that only 11 remained.


The bench, comprising Justice Parthivjyoti Saikia and Justice Yarenjungla Longkumer, directed the insurer to obtain the remaining certificates and submit a detailed affidavit thereafter.


The court further ordered that the insurance company “shall not have any negotiations with the hospitals” in view of a letter submitted by the Nagaland Private Doctors’ Association (NPDA) on October 9, 2025.

The matter has been listed for the next hearing on November 12.


The PIL, filed in February, seeks the court’s intervention to ensure uninterrupted implementation of the AB-PMJAY/CMHIS in Nagaland. The issue arose after the NPDA announced the suspension of cashless health insurance services, citing non-payment of claims by FGI, which led to court intervention in February.


Since then, multiple hearings have been held to monitor settlement of pending hospital claims and resolution of disputes between the Nagaland Health Protection Society (NHPS) and the insurer.


Earlier this year, the court took note of a meeting held in May with officials of the National Health Authority, IRDAI, and the Department of Financial Services, where FGI had agreed to review and clear pending claims in phases.


At the previous hearing on September 3, FGI had sought additional time to file a comprehensive affidavit detailing claim settlements and outstanding payments.
