Social Welfare workers decry ‘secret’ de facto move

The All Nagaland Social Welfare Field Staff Employees’ Association has denounced the yet another despotic antic of the state government to regularize class-I gazette posts even though there was no provision for regularization on suitability test or recommendation by the DPC as per the existing Service Rule 97. The association issued a press release on Tuesday decrying the arbitrary action of the government.
The association has raised protests in the wake of the government constituting a departmental promotion committee, and a sitting scheduled to be held on December 17 to go ahead despite appeal by the association to cancel the proposed meeting related to regularization of class-I gazetted posts until ‘The Naga Social Security & Welfare Service (revised) Rules 1997 WAS amended. ‘There is no provision for regularization on suitability test or recommendation by the DPC as per the existing Service Rule 97,’ the association stated.
The workers have demanded that the government clarify on constituting the committee ‘in such hurry that it had no time to issue proper calling letters but pass the information discreetly through text messages/phone calls.’
On December 3, the association placed a demand to halt any fresh appointment / regularization in any mode or manner. The minister of Social Welfare, the secretary to the Government of Nagaland, the Director of Social Welfare appended a signature with a request to the association in the following words, “The association is requested to refrain from agitation to be commenced on 4/11/14, for 4 months. During this period the department will take up with various authorities for favorable action….”
“Hence,” the association stated, the organization was “optimistic that the department had understood its grievances in the right perspective and was anticipating for amicable solution but to an utter disbelief unbecoming of a responsible government, the government has constituted the DPC to regularize the backdoor appointees.”
