GNNC/DSRN urges immediate RIIN enforcement across Nagaland and questions NSCN-IM appointments
Questions NSCN-IM appointments and peace process
DIMAPUR — The Government of Naga National Council/Democratic Socialist Republic of Nagaland (GNNC/DSRN) has called for the implementation of the Register of Indigenous Inhabitants of Nagaland (RIIN) without further delay, while raising concerns over employment opportunities for Naga youths, alleged irregularities in NSCN-IM appointments, and the direction of the Indo-Naga peace process.
In a statement issued on Thursday, the GNNC/DSRN said genuine indigenous Nagas must be given due opportunities and protection, from the village level to the highest level of administration and other institutions, in accordance with applicable laws and policies.
It stated that any village council authority, office, or institution found providing opportunities in violation of applicable rules concerning indigenous rights must be held accountable after due inquiry.
The organisation particularly referred to Dimapur, Chümoukedima and Niuland, where it claimed non-locals are more active, and questioned the Nagaland government's delay in implementing RIIN.
It expressed concern that Naga youths are struggling to find jobs in their own homeland, with many compelled to seek employment outside Nagaland. It said Nagaland must prioritise the welfare, employment and economic advancement of its indigenous population while respecting applicable laws and the rights of others.

On the issue of shop closures in observance of Christian faith and community values, the organisation said such decisions should be approached with understanding and mutual respect, while also respecting the beliefs and rights of others.
The GNNC/DSRN also raised questions over the reported appointment of Keviletuo Kiewhuo as Go-Between in the Indo-Naga peace talks between the Government of India and NSCN-IM, following the relieving of Gen. (Retd.) Anthony Ningkhan Shimray as Coordinator of the talks.
It questioned the selection process, stating that deserving, experienced, educated and qualified national workers within the NSCN/GPRN could also be considered for such responsibilities.
The organisation referred to allegations and suspicions that the appointment may have involved financial arrangements rather than merit and national service and sought clarification from the leadership.
It also cited claims that the post of public relations officer (PRO) to the ato kilonser was obtained at a substantial price, stating that such allegations must be clarified and credible evidence examined impartially.
The GNNC/DSRN maintained that national positions should be filled on the basis of merit, experience, commitment and genuine service to the Naga people, rather than money, influence or personal connections.
It further expressed concern over whether the NSCN-IM leadership associated with VS Atem was moving towards a genuine political solution reflecting the historical and political aspirations of the Naga people or towards a settlement within the framework of the Indian Constitution.
The organisation said the Naga political issue must not be reduced to individual interests, internal appointments or arrangements that fail to address the fundamental aspirations of the Naga nation. It called on the leadership to clearly explain its political direction and ensure transparency and accountability.
