The Global Naga Forum has backed the Pan Naga Hoho, urging unity among Nagas for an inclusive Indo-Naga political settlement and lasting peace.

DIMAPUR — The Global Naga Forum (GNF) has come out in support of the proposed Pan Naga Hoho (PNH), describing it as a statutory and institutional mechanism necessary for an inclusive Indo-Naga political settlement, and cautioned against approaches confined to regional or state-centric interests.
In a press statement issued on Tuesday, the GNF said that while all Naga political groups and the Naga people desire a lasting political settlement with India, divisions have emerged over the proposed Pan Naga platform. It stated that the PNH, envisioned as a statutory body and proposed as an alternative to physical integration, should not be reduced to a mere cultural entity but understood as a well-defined institutional mechanism for development of Naga areas and advancement of long-term aspirations.
The forum said the Pan Naga Hoho has become contentious for certain sections of society and therefore requires serious and objective consideration.

It urged Nagas across regions and states not to reject the platform without fully understanding its concept and operational framework.
According to the GNF, any settlement confined to a particular state or area risks further dividing the Nagas and may “only mark the beginning of another cycle of conflict within Naga society.” It maintained that the narrative of Naga historical and political rights encompasses Nagas wherever they reside and that collective expressions for a united Nagaland remain “irrevocable, irreversible, and indelible.”
The statement said the Government of India (GoI) had been unable to bring about an amicable solution even after 29 years of negotiations, and alleged that earlier prospects for agreement were affected when former Interlocutor RN Ravi was influenced by elements opposed to a Naga peace settlement, resulting in divisions.
Stating that the present moment is critical, the GNF said unity among Nagas is essential for the Indo-Naga political solution to become attainable. It added that an inclusive and robust institutional structure in the form of the Pan Naga Hoho would provide strength to address common challenges across administrative boundaries.
Referring to remarks made by Chief Minister Neiphiu Rio at the Lui-Ngai-Ni Festival 2026 in Ukhrul on February 15, the forum noted his call for a “Pan Naga” entity to establish a unified platform across traditional boundaries, and described the vision as laudable.
The GNF appealed to the Political Affairs Committee, Naga political groups, civil society organisations and tribal hohos to take “one more decisive step toward unity and peace” in pursuit of an Indo-Naga political settlement, and urged that 2026 become a year of unity, solution and lasting peace.
