A retired bureaucrat of the Nagaland government has suggested that GBs have a role to play in shaping the political destiny of the Naga people.
On Tuesday, former state official TN Manen said that the GB ‘who are the enlightened local leaders and who represent the grassroots level Nagas,’ have a tremendous role to play in shaping the political destiny of the Nagas.
Addressing the Nagaland GBs’ Federation’s general session in the town hall of Mokokchung on November 18 evening as the main speaker, the Chancellor of Global Open University Nagaland, said the “August 3, framework Agreement had recognized the uniqueness of the Naga history and agreed as equal partner for a sovereign power sharing between the Nagas and the Government of India. On that basis, we the Nagas must discuss seriously and suggest to the negotiator as to what power we the Nagas must retrain in the bargains.”He also stated that the GBs were the oldest and the most versatile organization encompassing the entire Naga tribes ‘without any division.’ aHe called upon the GB to play their role in shaping the political destiny of the Nagas. “You are the symbol of Naga unity which other NGOs or organization could not attained,” he said.
Manen then recalled the delegates that it was DBs and GBs who brought the ceasefire to the ‘Naga factions’ killing’ when he was the then additional chief secretary and commissioner.
“We had worked hard, meet all the UGs organization, all NGOs….and at last could bring all the UGs factions NSCN-IM, NSCN-K, Unification, NNC and Federal to sign a ceasefire for six months starting from December 7, 2015,” he said.
He also added that it for unfortunate for the GB & DB forum that they could not continued on the expiry of the period. However, he lauded the FNR for picking up the threat, to bring peaceful atmosphere in the state.
He also pointed out that a comprehensive understanding and application of customary laws and usages to deal with the cases of local nature is yet to be organized in a systematic manner in the state. “Even the rule and procedure for its implementation is still not very clear,’ he stated.
In this connection he suggested that the GBs and DBs institution can be an effective body to collect details of all customary and traditional practices of various Naga tribal groups and study how best we can formulate the customary laws and traditional practices to the best possible manner, inclusive customary common laws to be uniquely adaptable to suit the changing situation which will bring about harmonious co-existence of all Naga tribal people by the application of the coded laws.
