Dimapur, Jan. 29 (EMN): As part of a year-long legal awareness campaign, Nagaland state legal services authority (NSLSA), in collaboration with the Nagaland bar association (NBA), has organised a programme in the DC's conference hall, Peren, on January 29.
The awareness campaign was organised on the topic “Role of GBs and DBs and the Nagaland village and tribal councils act, 1978” with Talitsungba, NBA president, as the speaker.
Speaking at the programme, Talitsungba stressed on the institutions of Dobashis and Gaonboras as the pioneering institutions under the organised government since the advent of the British Raj and the formation of the erstwhile Naga hills district.
He emphasised on the statutory judicial powers of GBs as conferred by the ‘Rules of administration of justice and police in Naga hills district,1937,’ now amended as the ‘Rules for administration of justice and police in Nagaland 1937’ by Amendment Act, 1974 (7of 1974). He added that similar powers are conferred to the Dobashis by its 2nd Amendment Act 1982.
Stating it is appropriate to say that the village institution is the foundation of the organised government, he, however, stated the elders and GBs of the village are not given deserved honours and respect by society despite being time tested institutions. He also pointed the powers vested on the village council and the formulation of village development schemes and supervision of the execution thereof as based under Section 12 of the Nagaland village and tribal councils act, 1978. He added that it should be the duty of the members of village council headed by its chairman to ensure just and fair utilisation of the fund.
Deputy commissioner, Peren, S Tainiu, also highlighted that governance starts from the village council be it GB or Dobhasis. She thanked the legal fraternity for organising the awareness programme, which according to her is the need of an hour.
The programme was chaired by Asungbe N Hau and Mrs Wangshi Jamir, while the introductory speech was delivered by Imti Imsong, president of Dimapur Bar Association.
GBs and Dobashis of Peren district attended and actively participated in the interactions during the programme.
