Every year, devastating floods wreak havoc across the Northeastern region, claiming lives, destroying crops, displacing thousands of families and causing damage to property worth hundreds of crores of rupees. Despite the recurring nature of the disaster, responses continue to be largely reactive rather than preventive. Many believe that the solution lies solely in taming the mighty Brahmaputra. While effective management of the river would undoubtedly provide significant relief, such an approach alone would be insufficient. Flooding in the Northeast is a far more complex phenomenon, shaped not only by the behaviour of a river but also by the region's distinctive geographical and climatic conditions. Situated along the foothills and higher reaches of the Himalayas, the Northeastern states receive some of the heaviest monsoon rainfalls in the world. Massive volumes of water, accompanied by enormous quantities of sediment, descend from the mountains into the plains every year. The presence of Mawsynram in Meghalaya—the wettest place on Earth—serves as a reminder of the region's unique climatic character. Any meaningful effort to address the flood crisis must therefore take these realities into account.
Unfortunately, natural vulnerabilities have been compounded by human negligence. Like many other parts of the country, the Northeast has witnessed large-scale deforestation, the destruction of natural drainage channels, the obstruction of traditional watercourses and the unplanned expansion of human settlements. These developments have accelerated soil erosion, increased the flow of surface water and led to the accumulation of enormous quantities of silt in rivers, thereby reducing their carrying capacity and aggravating the severity of floods.
There is much to be learnt from successful international examples. The experience of China in controlling the destructive tendencies of the Huang He, or Yellow River—once known as the "Sorrow of China"—is particularly encouraging. Originating in the Loess Plateau, a region characterised by highly erodible soil, the river was notorious for causing catastrophic floods over several centuries. Through sustained efforts involving the construction of large dams, extensive reforestation programmes, improved river management systems and the strengthening of embankments, China succeeded in substantially reducing the scale of the disaster. A similar approach could be adopted in Northeast India. Large-scale afforestation programmes, scientific watershed management, the restoration of natural drainage systems, stricter regulations on construction activities and the modernisation of flood-control infrastructure could collectively mitigate not only annual flooding but also other natural calamities, including cloudbursts, landslides and flash floods. However, no individual state possesses the resources required to undertake such an enormous task alone. Floods do not recognise political boundaries, and the response to them must be equally unrestricted by administrative divisions. The states of the Northeast must therefore move forward as a united entity, supported by the active involvement of the Union government. The Centre, in turn, must ensure adequate financial assistance, provide access to advanced technologies and promote coordinated regional planning. Unless such measures are undertaken with urgency and determination, the people of the Northeast will continue to face the same cycle of destruction year after year. The time has come not merely to manage floods, but to confront the challenge at its roots.
