[dropcap]T[/dropcap]he Finance Department has issued regulations for expenditure to all the departments of the government during the vote-on-account period with affect from April 1 to July 31. The departments are told to communicate that payments will be regulated. The Finance department issued a notification Monday.
The department has notified that treasuries and sub-treasuries “shall honour the pay bills of salaries, wages, pensions and GPF.”Leave encashment and medical re-imbursements, among others, “shall be honoured after being duly pre-audited by the directorate of Treasuries & Accounts,” the department stated.
“Salaries and wages of employees under Centrally Sponsored Schemes such as Integrated Child Development Services, Family Welfare Programme, District Institute of Education and Training, Hindi Teachers, etc shall also be honoured on the strength of DDO- wise sub-allocation duly authenticated by the Finance department,” the department’s notification stated.
Further, payments for salaries and wages under flagship programmes such as Sarva Shiksha Abhiyan, and Rashtriya Madhyamik Shiksha Abhiyan, etc., “shall be honoured on the strength of DDO- wise authenticated by the Finance department.”
Treasuries and sub-treasuries are to honor pay bills of erstwhile state plan employees in respect of the Planning and Coordination department, Higher Education, and Rural Development Department.
“Salaries under Public Sector Undertakings, boards and Work-charged employees shall continue to be honoured on the strength of D.A/ D.L issued by the Finance department. In the event of failure on the part of any departments to bring sanction from the Government of India, for the salary component, Finance department shall be left with no option but to issue direction to the treasuries to stop payment of salaries and wages in respect of the defaulting department,” the department stated.
Departments having Work-charged employees and Public Sector Undertakings / boards may move proposal of salary to Finance Department for issue of D.A/D/L.
“All other payments shall have to be honoured on the strength of D.A/ D.L issued by Finance department,” the notification added.
