Dimapur, Sep. 11 (EMN): The Eastern Naga Students' Federation (ENSF) has rejected the 'present form' of Nagaland Staff Selection Board Regulation (NSSB), and in turn, placed a charter of demands before the state government.
In a letter to the chief minister, the federation claimed that during the 57 years of statehood, 'eastern Nagas' have been 'deliberately suppressed and deprived in all aspects'.
"To uplift and improve the poor and deplorable employment condition of eastern Nagas, the state government had introduced few policy (sic). However, it is crystal clear that the policies were never implemented in letter and spirit," the ENSF stated.
It, therefore, placed a 'few demands' to be incorporated in the NSSB 'considering the situation and condition of Eastern Nagas in present context'.
In the composition of the board, it demanded that the posts of the chairman and the two members be rotated amongst the recognised Naga tribes of Nagaland on roster basis to maintain fair, justice and equality to all tribes; 45% posts should be exclusively earmarked for the six tribes: Sangtam, Konyak, Yimchunger, Khiamniungan, Phom and Chang, for 20 years 'till the six tribes are at par with the rest of the other Nagas, after which it shall be subject to review'.
The ENSF demanded that group C posts, which are exempt from the purview of NSSB mentioned under schedule-A, should be brought under NSSB for preliminary, and written exams and other practical/skill/physical proficiency tests, interviews should be conducted by the respective department.
'Recruitment to the post of constable/fireman constable/warder/female warder in the Police, Prisons, Nagaland Lokayukta, NPTO, HG/CD and department of Fire and Emergency Services, Excise and Forest Guards in the EF&CC should be brought under NSSB for preliminary and written examination and other practical/skill/physical proficiency tests, interviews should be conducted by the respective department.
'Examination centres for preliminary and written exam should be in all the district headquarters; penalty provision to defaulting department/officer concerned who fails to recommend the Group C (Level 3-7) vacancy post to NSSB,' it demanded.
The federation warned that it would reject the NSBB 'in toto' if the state government fails to consider its 'genuine demands'.
