Dimapur, Dec. 12 (EMN): A seminar on “Strengthening and reorientation of customary laws and practices with special highlight on women and customary laws under Article 371-A” was held in the conference hall of the deputy commissioner (DC), Wokha, on December 12.
The seminar was part of the “Beti Bachao Beti Padhao” (BBBP) programme organised by the district administration in collaboration with Wokha district dobhashis’ union (WDDU). The purpose of the seminar was to sensitise the dynamic nature of customary laws in contemporary society and the need to reinterpret them so as to preserve its essence.
A DIPR report stated that WDDU president Nlumsao chaired the programme, while Tumben P Tsanglao delivered the opening remark.
DC, Wokha, Dr. Manazir Jeelani Samoon and the ADC Wokha K Mhathung Tsanglao exhorted on the role of dobhasis as eyes and ears of administration at all levels of governance. They have urged the dobashis to be sincere and vigilant and reminded them about the ways and means in which they can serve as guardians of customary laws.
CR Lotha, retired secretary and theme speaker, exhorted the audience on the importance of “context and background” while interpreting and applying customary laws. While emphasising on how the principles of natural justice are ingrained in the traditional practices and customary laws, he encouraged the dobhasis to inculcate a sense of justice and fairness while carrying out their responsibilities.
Thungdeno Lotha, DRDA project director, Wokha, spoke on the relevance of “Beti Bachao Beti Padhao” and how the society offers enough space for women folk to be at par with men despite traditional misgivings. He also explained how women could utilise that space for their own empowerment by citing examples of women pioneers who have ventured and earned laurels for society.
The other resource persons included Wobemo Shitri and Y Mhonrao, both retired PA to DCs. They spoke on customary laws and practices on establishment of villages, marriage and divorce laws, crime and punishment, land disputes, unnatural death and excommunication.
The seminar was attended by dobhashi from the various sub-divisions, administrative outposts and district Sadar area.
In a separate programme, a seminar cum sensitisation in support of International Day for the Elimination of Violence against Women under Bet Bachao Beti Padhao, organised by the Wokha district administration in collaboration with Wokha district legal services authority (WDLSA) was held on December 12.
The function was held in the deputy commissioner’s conference hall, Wokha, with advocate Gracy Ezung as the chairperson.
WDLSA panel lawyer, Shanchobeni Lotha apprised the gathering about domestic violence act, while the project assistant Meribemo Lotha spoke on international human rights with emphasis on rights of women.
EAC Englan Circle, Echungbemo Erui, stated that violence against women were of various types and could happen at any place like home, public place or office.
“Women in the Indian society have always been considered as the things of enjoyment from the ancient times.
They are victims of humiliation, exploitation and torture by the men from social organisation and family life. Situation of the women varies all over the country according to the place, culture and traditions of people,” he stated. He, however, stated that women in the north eastern states and the south have better position than other regions.
He stated that there is urgent need for women to be empowered and responsible to themselves in order to understand all the rights and avail benefits.
