Mokokchung, Feb. 5 (EMN): A district level social audit and public hearing under MGNREGA and PMAY-G for ten villages under three blocks was held in the conference hall of Longkumer Kilem in Mokokchung town on February 5.

The social audit was conducted for the works done during the FY 2019-20. The villages included Nokpu, Saringyim, Aonokpu and Yajang C under Longchem block; Vikuto and Shihaphumi village under Tsurangkong block; Yimjenkimong, Waromung, Mongchen under Mangkolemba and Kupza under Ongpangkong North.

Imlirenla Sanglir, state resource person (SRP) of social audit unit, informed that social audit is all about transparency and accountability in the implementation of the programme. She further added that audit is a means to know how far the projects have been implemented and how it is benefiting the community as well as to rectify loophole, if any, in the programme.

Sanglir appealed to the village functionaries for coordination and promptly produce the required documents during social audit. While observing that the implementation of PMAY-G was not up to the mark, she asked the participants to focus their attention on implementation of the scheme with transparency for the betterment and benefit of the community.

Sanglir further enlightened the PMAY-G beneficiaries about the convergent schemes they could avail such as toilets under SBM, MNGNREG benefits, Jal Jeevan Mission, PMUY, solar initiative etc.

The EAC of Mokokchung, Vitolu Chishi, who attended the audit as an observer from the administration, felt the need for social audit as there was huge gap between what the public needs/demand and what the public received.

Claiming that misappropriation, misgovernance and malpractice have become synonymous in the village development board/ RD department, he urged them to be accountable in every work they discharge. Also stating that Nagaland would not grow and progress unless the villagers are empowered, Chishi challenged the village functionaries and RD officers to perform better than what they have accomplished.

The social audit and public hearing was held under the chairpersonship of Imyapangla, MGNREGA programme officer, DRDA, Mokokchung.

Meanwhile, the house also unanimously passed 13 point resolutions after the block officials and village functionaries clarified the issues produced by the SAU.

Resolutions

1. Death/ migration job cards to be cancelled or either replaced with new HH enrollment.

2. To conduct gram sabha relating to any MGNREGA project and resolutions to be maintained.

5. Job card to be updated every five years.

6. To conduct Rozgar Diwas on a regular basis.

7. To conduct awareness on MGNREGA among beneficiaries.

8. Wall writings to be maintained in every GP.

9. To select mates in gram sabha in the coming days.

10. Shelf of the project to be maintained.

11. To have videography evidences and not only photographs.

12. Job cards to keep with the custody.

13. Public to participate during the public hearing and further the administration should also participate during Gram Sabha.
