Dimapur administration reviews the local action plan and key performance indicators under the Solid Waste Management Rules 2026.
DIMAPUR — A joint meeting of the Special Cell and the District Level Implementation and Monitoring Committee on the Solid Waste Management (SWM) Rules, 2026, was held at the deputy commissioner's (DC) office chamber in Dimapur on Tuesday to review the implementation of the rules in the district.
The meeting was chaired by DC Dimapur Dr. Tinojongshi Chang, while Additional Deputy Commissioner (ADC) Dr. Diana Patton briefed the members on the objectives, key performance indicators (KPIs), and implementation roadmap under the SWM Rules, 2026, stated a DIPR report.
Addressing the meeting, Dr. Chang stressed the need for coordinated efforts among all stakeholder departments to ensure effective implementation of the rules. He urged members to strengthen monitoring mechanisms, improve inter-departmental coordination, and address challenges related to waste segregation, collection, transportation, processing, and scientific disposal.
The committee reviewed the responsibilities of the reconstituted Special Cell and deliberated on strategies to enhance public awareness, improve compliance with the rules, and promote cleaner and healthier urban and rural areas across the district.

The meeting also reviewed the district action plan and key performance indicators, including the creation of a Special Cell for SWM under the DC; identification and enumeration of bulk waste generators (BWGs); mapping, assessment and bioremediation of legacy waste dumpsites; notification of SWM bye-laws by urban local bodies (ULBs); implementation of four-way source segregation at the ward and gram panchayat levels; strengthening waste processing systems; assessment of manpower requirements for sanitation service delivery; and the identification of tourist and pilgrimage sites for establishing special mechanisms for implementing the SWM Rules.
Officials highlighted the timely implementation of these activities to achieve the prescribed targets within the stipulated timeframe.
The committee was also briefed on the Swachhatam Portal, the Ministry of Housing and Urban Affairs’ digital monitoring platform for tracking the implementation of the Swachh Bharat Mission (Urban). The portal enables ULBs and states to submit monthly progress reports on sanitation and waste management, facilitates GIS-based city profiling and mapping of sanitation assets, and supports standardised performance evaluation under initiatives such as the Swachh Survekshan.
Officials from the concerned departments attended the meeting and shared updates and suggestions for the effective implementation of the Solid Waste Management Rules, 2026.
