Dimapur, July 5: A meeting of administrative heads of government departments was conducted on July 4. The meeting was presided over by the chief secretary of Nagaland, Pankaj Kumar. Various agendas of the state government of Nagaland, plan and policies were discussed ‘for the development of the state,’ it was informed.
The daylong meeting began by reviewing the last meeting minutes in which many important matters have been reiterated and deliberated. On Personnel Information Management System (PIMS), the Chief Secretary reiterated that it was inaugurated on the Civil Services day 2016.
Speaking about the system, he said that there has to be no discrepancies and if any department has excess employees, clarification needs to be done. He further said that suitable action has to be taken in such cases.
The P&AR department gave a short presentation on PIMS from 1st April to 31st May 2016 where it said that 45 departments have been authenticated and was found satisfactory. It also said that 38 departments are yet to be authenticated. It was reported that some middle and small departments are yet to access the PIMS. The Chief Secretary expressed his gratefulness to all the officers who have been working on the PIMS diligently.The Commissioner & Secretary IT & C , K.D. Vizo gave a presentation on Biometric attendance system of the officers and staff in the Civil secretariat. From the attendance record of the top 50 users from 16th May to 24th June 2016, he said attendance at the rank of Secretary and above have been improving. However, the overall attendance has been decreasing since June.
The Power department apprised the meeting with ‘Bill Digitally’, where Kohima and Dimapur districts would soon be introduced with on-line payment of bill. The Chief Secretary expressed his happiness to Power department as the ‘Bill digitally’ could soon be operational.
He also said that the department has planned to introduce the system in the remaining districts as well in the near future. Meanwhile, the Chief Secretary asked the PHED also to initiate on-line operation and encouraged them to take up such innovative issues.
By and large, the chief secretary credited Commissioner & Secretary K.D. Vizo for the success of e-governance system in the state.
The draft guidelines of the chief secretary’s welfare fund has been read out by the chief secretary himself of which a high level committee headed by the chief secretary have been constituted. The other members included the Additional Chief Secretary & Development Commissioner, Financial Commissioner, Commissioner and the Home Commissioner. Under this high power committee programs for utilization will be formulated and annual reports will be monitored.
The meeting elaborately discussed upon the issue pertaining to HIV/AIDS by all government departments as a corporate social responsibility. The Chief Secretary on this issue decided to make a consensus contribution from the welfare fund towards controlling the alarming increase rate of its spread in the state.
In regard to the Republic day celebration 2017- selection of Tableaux would be done by an expert committee from the ministry basing on important episode of the State history, social and economic achievement, Mission for the future etc.
He therefore called upon the department to come forward with their activities, vision, plan or mission on or before 29th July 2016. He also informed the department to intimate the Secretary, Home department who is assigned to co-ordinate with the matter.
The CEO, Sanjay Kumar, IAS speaking on SVEEP III Project plan 2016-2020 under which all departments should constitute SVEEP cell where a place for registration is mandatory. In this regard, the Chief Secretary directed all the departments to depute one nodal officer and an assistant, their names and designations and submit the details to the CEO on or before 15th July. The Chief Secretary also said that matters relating to election process would be taken separately.
The CEO also informed that the ECI has given direction to P&AR to depute its personnel to assist CEO in election process. He also said the activities of election machinery in the state like Block Level Officers (BLO) report should be given to ECI weekly.
The officers have to pay attention and respond on time on the accuracy of voters list where it has failed, the CEO lamented. He therefore, requested the CEO to organize a special meeting to discuss the details on election matters.
The Taxes department gave a power point presentation and informed the house that every department should access their websites for availing the e-services being provided such as PAN number, e-registration, e-road permits, CST/C form, e-payments and e-challan module.
The e-mail address of the Taxes department is www.nagalandtax.nic.in. Further, the department informed that all the departments should submit their tax transactions within one month in the prescribed form VAT-9.
The meeting also discussed the issue of mandatory affidavits required by various departments from the public. In this regard, the Finance department informed the bank clearance certificates/affidavits are no more mandatory except from those with liabilities.
However, to bring out a list by the Home department on mandatory affidavits, the departments have been informed to submit the specific requirements for affidavits to the Home departments within a month. The Punjab case study was also shared in the meeting.
Over the CAG & PAC reports, departments have been instructed to submit their reports to the Finance department on time as specified. The members shared that the responsible nodal officer and program officer of the PAC/CAG queries would be required to be present during the reply to the queries.
The new pension schemes that came into effect since 2010 needed to be addressed by all the Departments urgently. It was pointed out that many NPS members have been created but still with zero deposits.
The situation was considered to be highly objectionable on the parts of the DDOs who are supposed to make timely and monthly deposits as it would negatively affect the employees during their pension process.
The department of Planning highlighted the functioning system of NITI Aayog and reminded that Plan and non-plan financing are no more separate. The department also encouraged the possibilities of collaboration with Corporate Houses in joint ventures for development of the state.
