The communist party of India had also demanded introduction of ILP system to restrict the entry of outsiders in Manipur, saying the demographic imbalance of the state is growing leading to social unrest. The move has also been initiated to find out how many non-locals are in the State and for what purpose and for their safety as well, according to ATSUM Education secretary Kakam Haokip.
The ATSUM functionary said that every non-locals will be subjected to physical verification anywhere and those found without ID card will be compelled to pay fines and liable to detention for verification by ATSUM and its volunteers.
While appealing to get them (non-locals) registered to avoid misunderstanding, Haokip has directed all non-locals residing in the Hills district to compulsorily obtain the ID card from sources.
“Every person above ten years old must register adding that the ID cards will be available in the entire hill districts and in the Information Centre at New Lambulane in Imphal which will require two passport size photographs and details of all family members must be provided at the time of registration,” he said.
