Delhi residents bear the brunt of these ill-conceived development projects through recurrent flooding and prolonged waterlogging after every spell of heavy rain.
A few hours of moderate to heavy rainfall are enough to transform the Delhi–National Capital Region (NCR) into a vast expanse of water, resembling a sprawling lake and bringing normal life to a standstill. The annual spectacle of submerged roads, stranded vehicles, paralysed traffic and inundated neighbourhoods has become an unfortunate hallmark of the national capital. For millions of residents as well as visitors, the monsoon no longer offers respite from the summer heat; instead, it ushers in days of hardship and uncertainty. Weather forecasters have already warned that Delhi and its adjoining regions are likely to witness frequent spells of intense rainfall owing to changing climatic conditions. Unless urgent corrective measures are taken, the city's perennial problems of waterlogging and traffic paralysis are only likely to worsen. The worst sufferers are invariably the economically weaker sections living in low-lying areas, where stagnant water often triggers outbreaks of communicable diseases such as cholera and gastroenteritis. Those who dismiss these disruptions as an inevitable consequence of heavy rain overlook the deeper structural failures responsible for the crisis. Two factors, in particular, have played a decisive role. First, Delhi's rapid urban expansion has largely ignored the region's natural topography and hydrology. The city's original drainage channels, natural depressions and floodplains were either encroached upon or obliterated in the pursuit of urban development, severely impairing the natural flow of rainwater. Second, successive governments and civic authorities failed to intervene even as the city's drainage network was systematically degraded. Instead of protecting critical water channels, they remained passive spectators, allowing unchecked construction to compromise Delhi's ecological balance.
The consequences of such planning failures are evident across the city. The construction of the Commonwealth Games Village in 2010 on the Yamuna floodplains in East Delhi proceeded despite strong objections from environmentalists and urban planners, who warned that the project would obstruct the river's natural flood-carrying capacity. Their concerns were ignored. Likewise, an elevated road was built over a major storm-water drain connected to the Yamuna despite repeated warnings that it would impede the natural discharge of rainwater into the river. Today, residents of the surrounding localities continue to bear the brunt of these ill-conceived decisions through recurrent flooding and prolonged waterlogging after every spell of heavy rain. Delhi's transformation into a modern metropolis has undoubtedly been rapid, but it has also been environmentally short-sighted. The relentless drive for infrastructure development, undertaken without adequate regard for the city's natural drainage system, has created a crisis that cannot be resolved through cosmetic measures. Addressing the problem now will require politically difficult but environmentally necessary decisions. Restoring the city's natural drainage network may involve reclaiming encroached drains, ponds, storm-water channels and floodplains, even if that necessitates the relocation of certain human settlements. While such an exercise would be immensely challenging, the long-term costs of inaction are likely to be far greater. The choice before the authorities is either to undertake bold, science-based reforms to restore Delhi's natural capacity to drain rainwater or resign themselves to an annual cycle of flooding, traffic chaos, public health emergencies and economic disruption.
