Dimapur, July 1 (EMN): Nagaland Chief Minister Neiphiu Rio on Friday said the deputy commissioners (DCs) and superintendents of police (SPs) hold the prime posts in serving the country and are the “face of the state government.”
Being the administrative heads in the districts, the chief minister said the DCs should be more effective in maintaining law and order situations, exercising government policies, implementing the development activities effectively, and making them visible in the eyes of the public, stated a DIPR report.
Addressing the inaugural programme of the two-day Deputy Commissioners’ Conference at the Conference Hall, Commissioner's Office, Kohima, Rio likened the administration and police to a husband and wife and said the two should work together with all the responsibilities vested upon them in making the district prosperous.
Rio also pointed out that being the administrative heads, the DCs are expected to possess leadership qualities in taking decisions and timely action in any matter.
The chief minister asked the DCs to propagate the names given to the various districts, in line with the name given to the state as "Land of Festivals."
Rio also urged the DCs to be wise in handling cases and delivering justice to the citizens when it comes to dealing with modern laws and instituted customary laws. He also requested them to bring up the printed relevant laws in local dialects to let citizens understand in a better way.
On land pattas, he asked the DCs to get pattas of government lands at the earliest to avoid land disputes and suggested creation of public parks and other utilities, which would improve the living standards of the people along with a sense of responsibility.
With the onset of monsoon, Rio urged the DCs and line departments to immediately coordinate with District Disaster Management Authority (DDMA) and get the Incident Response Team active and ready for any calamity. He also informed the DCs to be very careful and sensitive in dealing with Census Operation to avoid mistakes and also create awareness regarding COVID-19.
Further, the chief minister advised the DCs to build a good and cordial relationship with tribal hohos, CSOs, NGOs, churches, and politicians of the respective districts to take the districts forward.
Agenda discussed on the first day of the conference were review of law and order matters with participation of DGP, review of Aadhaar, border affairs, land records, village councils, and GBs, CAWD, State Election Commission and establishment matters including rationalisation of DBs.
