Dimapur, June 29: Deputy Commissioner, Dimapur, Kesonyu Yhome, has insisted on social audit among village authorities for transparency and accountability in implementation of government schemes, while he also called upon the public to own equal responsibility for the upkeep of hygiene and sanitation in the society.
The Deputy Commissioner said this in his address to the public of SAGY adopted Ikishe village on Wednesday morning, while inaugurating the waiting shed. He called upon the citizens of Ikishe to be an example to others as a model village by meticulous utilisation of fund for all round development. He said the village could be a model village in true sense if funds allotted are used in the right way for the development of the village.
Pointing out at the various problems faced by the people, the chief guest said that the government alone is not to be blamed. Stating that public often tends to shift blame on government for any problem in the society, he said public too could be part of the solution for the problem created by them.
When people could contribute to the problems, why can’t they also be part of the solution? The DC questioned.Yhome, meanwhile, has urged the citizens of Ikishe model village to initiate ‘social audit’ for transparency and accountability of the project funded by the government.
It may be mentioned here that social audit is a new concept at strengthening accountability and transparency in local bodies. A social audit is a way of measuring, understanding, reporting and ultimately improving an organization’s social and ethical performance. A social audit helps to narrow gaps between vision/goal and reality, between efficiency and effectiveness. It is a technique to understand, measure, verify, report on and to improve the social performance of the organization.
Social auditing creates an impact upon governance. It values the voice of stakeholders, including marginalized/poor groups whose voices are rarely heard. Social auditing is taken up for the purpose of enhancing local governance, particularly for strengthening accountability and transparency in local bodies.
It may be mentioned here that Ikishe model village was adopted by former Rajya Sabha MP Late Khekiho Zhimomi in March 2015.
SAGY secretary, Khubolho T Yepthomi gave a brief report of the developmental activities taken up by the village under SAGY.
Delivering the welcome address, EAC Chumukedima, Thungbemo Patton, reminded the gathering that success starts from grass root level. Therefore, he urged for proper implementation of the fund. He further added that the success of the village would be an example to other villages and departments for judicious usage of the fund.
Earlier, God’s blessing was invoked by IBA pastor, Ahoto Chophy. Ikishe village council vice chairman, Kughato Chophy chaired the programme while IVC chairman, Kheshito Z Zhimomi the vote of thanks.
