The NPF said the DAN Coordination Committee meeting is not permissible as the NPF Central Executive Council has not been constituted. NPF Press Bureau, in a release on Sunday, also informed that in view of the recently held NPF annual general conference and subsequent declaration and appointment of elected Central office bearers, frontal chiefs and division presidents, the process of appointments of division office bearers are yet to be completed except in the case of Kohima NPF Division. “The NPF Central Executive Council too has not been constituted, and, under the circumstances, no meeting such as the DAN Coordination Committee is permissible,” it said.
The release also said the dissident G Kaito group claiming to have held a meeting in Dimapur on January 10 with Nuzota Swuro and T Shuya as convener and co-convener respectively and attended by members of CEC, Central office bearers and division/AC offices bearers holds no water. It said both Nuzota Swuro and T Shuya who were office bearers during the last tenure have not been elected or included in the current list of NPF Central office bearers.
Quoting the NPF Constitution Article V, clause 5 that says “The President shall have general control over all offices of the party including those of the Frontal Organizations and Cells.”, the NPF asked where then is the provision that allows any Tom, Dick or Harry to call any high level NPF party meeting.
It also said the appointment of a chief whip can be made by the party president and is duly notified by the Assembly Secretariat and officially circulated all over India.
It further pointed out that the official Legislature Party meeting can be called only by the incumbent Legislature Party leader who is the Chief Minister, TR Zeliang, in the case of NPF. He (the Legislature Party leader) will authorise the Parliamentary Affairs Minister who is the legal authority to preside over any such meetings wherein any discussion or decision made can be recognized as legal, other than which, no individual or group of legislators can convene a Legislature Party meeting, the release said.
The NPF also cited “Clearly, as in the case of S.R. Boman, the country’s Apex Court (Supreme Court) has passed a judgment ruling that crises developing out of majority support dispute in which, claims and counter claims involving the legislators can be solved only on the floor of the House.”
Such being the standing order of the highest court of the country, the NPF party strongly insisted upon the Governor, who is the guardian of the Constitution, to uphold this order in letter and spirit and should summon the Assembly at the earliest for trial of strength as submitted to him by the Leader of the House TR Zeliang seeking the vote of confidence, which is the only legitimate option to put at rest this confusion.
The NPF also took the opportunity to appeal to all misguided legislators and all those illegally held against their wishes in questionable camps to come back to the party fold at the earliest rather than believe in dreams of toppling the ruling dispensation and taking over. “Futile exercises lacking the sanction of constitutional law and legal procedure would ruin one’s political career once and for all,” it stated. “Therefore, before it is too late, it would be in your own as well as your constituents’ interest if you see sense now and return to the party which is recognised by the Election Commission of India and the Constitution of India rather than remain in unlawful camps buying dreams sold by political mercenaries who are out to do harm to the people and the State,” the release opined.
The NPF Central Youth Wing has refuted the news items carried in local newspapers which stated that “NPF Central Youth Wing attended the NPF Co-ordination meeting” illegally called by the dissent group led by G Kaito Aye in Dimapur on January 10.
NPF Central Youth Wing president N Vihoshe Swu and working president Bendangtoshi Longchar, in a statement on Sunday, said the Central Youth Wing had never participated in the so-called NPF co-ordination meeting. They also clarified that the person/persons who attended the meeting are unauthorized NPF Youth Wing office bearers and therefore, they do not in any manner represent NPF Central Youth Wing.
The NPF Central Youth Wing further asserted that it is steadfastly supporting and endorsing the sagacious decision of NPF president Dr. Shürhozelie Liezetsu and fully supporting the government under the dynamic leadership of TR Zeliang.
Further, it also warned that any individual claiming to be NPF central office bearers and attempting to damage the good image of NPF will not be tolerated.
