DIMAPUR, AUGUST 10: With the coming of technological up-gradation in various fields along with the introduction of National Security Act (NSA) and Crime and Criminal Tracking Network and System (CCTNS), improvement in handling crime related issues under the Indian Penal Code can be seen in the district as investigations can be done in a better way.
Nagaland state which was revealed as the “Safest state for women” according to NCRB (National Crime Record Bureau) report 2012 has now become a history that seems impossible on seeing the growing number of crimes happening in and around the state.
Dimapur the commercial hub of Nagaland and the most populous district of the state is also the district with highest crime in the state.
Interestingly, the crime of Dimapur accounts for more than 80 percent of the total crimes that happens in the state.
The Comparative Crime Statistics of Dimapur for 2014, 2015 and 2016 (till June 30) issued by the Crime Branch Dimapur Police under both IPC and Local and Special Laws (LSL) shows that the crimes of Dimapur are continuously seen on the rise with 2015 being the highest crime year. Additional Deputy Commissioner of Police (Crime) and PRO of CP Dimapur, Shouka Kakheto during a short interaction with Eastern Mirror reporter cited that with more officers after the introduction of Commissionerate System in Dimapur, the department is able to catch hold of various crimes happening in and around the district. He said the district after the division of zones has been able to function effectively with more officers taking care of each zones and departments.
Expressing 'infrastructure' as one of the components of proper policing, the PRO also highlighted some of the upcoming infrastructures of the department.
Citing an example of a coin that has two sides, the ADCP said that the increase level of crime in the district could also mean the department working hard in catching hold of crimes that happens in the district.
Shouka who is also the Nodal Office for Crime and Criminal Tracking Network & Systems (CCTNS) for the state said that with the introduction of CCTNS in the state, the department is moving along with the technology though capacity building in much in need for the older generations who are not much equipped with the computer age.
He said that rape cases are also seen on the rise but most of the cases goes unreported with the fear of being let down in the society.
The crime head under the IPC and LSL shows that it is on a rise in Dimapur with 218 cases in the year 2014, 267 in 2015 and 150 cases in just 6 months of 2016.
2015 witnessed the highest number of crimes with as many as 681 crimes under IPC and ¬¬¬291 cases under LSL.
Detailing on the comparative report both under IPC and LSL, number of persons arrested in the year 2014 were 654 and for the year 2015 as many as 1018 were arrested who were involved in various crimes. While the quarterly report for the year 2016 shows 455 number of persons arrested involved in various crimes.
The crime head as shown in the figure has 15 heads that comes under the IPC.
Causing Death due to negligence that witnessed just 3 cases in the year 2014 had relatively increased to 17 cases in the year 2015 and alarmingly 24 cases in the last 6 months of 2016.
When asked about the reason/cause in the increase of 'Causing Death due to Negligence', Shouka Kakheto said that many of the cases are reckless driving leading to deaths which could actually have been prevented.
Also under the LSL, the NLTP Act which witnessed just 10 cases in the year 2014 increased to more than ten times with 142 cases in the year 2015 and 69 cases in the year 2016. Reason is mostly not because NLTP defaulters are on the rise but the personnel are actively involved in catching hold of culprits said the ADCP. Crediting the law enforcement agencies, as many as 189 persons were arrested out of the 142 number of cases registered.
Alarmingly, Dimapur which is considered as the commercial hub of Nagaland is being crowned with various negative aspects and has become famous in crimes.
The comparative report for the whole of Nagaland provided by the Police Head Quarters (PHQ) proves how Dimapur has left behind all other districts in being the matchless crime topper covering more than the double of all the other districts compiled together.
Of all the crime heads only Culpable Homicide not amounting to Murder under IPC and Foreigners Act under LSL seem to be at calm while others are actively seen on the rise.
When the law enforcement agencies of the district are working at their best, every individual should educate oneself towards keeping up with laws prevalent in the state.
