Dimapur, October 11 : The Nagaland Pradesh Congress Committee has assured the people that it will offer ‘God-fearing, clean, good governance’ in governing the municipalities.
The NPCC issued a press release on Tuesday stating that “voters, on their own, shall choose between corrupt and God-fearing governance at the municipal and town council level.”’
“The Congress party shall offer God-fearing, clean and good governance. Our job shall be to provide election manifesto underlining the future steps and assurances to deliver. Nagaland needs decent and disciplined ULBs,” the NPCC statement, appended by their president, K Therie, said.
“Our assurances will not be hollow promises but shall bear fruits and will be delivered to each and every targeted section without favour or ill-will, but with justice and equality.”
The Congress stated that the urban local bodies were “new habitats,” constituted by people from villages and communities with “different yet similar culture, customs and traditions.”
The people have inherited similar village administrations and in order to administrate and develop the new habitats, the NPCC stated, the Nagaland government framed the Urban Local Bodies Act as Municipal and Town Council Act under Art. 243 Q of the 74th amendment to the Constitution of India in 1992.
“In democracy, no Act is perfect and needs improvement with time. I agree that even the ‘perfect’ has room to improve. Let the time come, we shall amend the Act according to the needs of the people,” the NPCC stated.
“Congress has no intention to take away the rights of the people but we shall legislate laws according to needs and safeguard the rights of the people. Since there is objection to Land and Property tax, given opportunity it shall be removed from the purview of tax. Congress believes in the principles of democracy, secularism and socialism. We shall uphold them in directions of our actions.”
Stating that the people as “social human beings” need systems and discipline to “provide ourselves pleasant living places,” the Congress stated that ‘we have accepted the democratic system of governance, the system that allows us to choose the type of governance.’
“The type of governance is promised in the election manifestos and the candidates are not more than tools to implement the manifestoes. Voters are at liberty to choose between election manifestos of various political parties. God-fearing and corruption-free leaders must be elected to carry out holistically, the commitment made in the election manifestos. Here we leave it to the voters to decide on their own.”
The NPCC assured that it will place an election manifesto for all the urban local bodies. “NPCC will select God-fearing workers to be the candidates of INC in the forthcoming ULB elections,” K Therie stated.
“Elections are due for a long time. We have witnessed that for a long time, NPF Government has nominated members, who have done everything to corrupt and deform the Municipal and Town Councils. We know they want to continue to nominate and please their moral-less party workers and corrupt the funds for their personal and party interests,” the statement added.
This election, it assured, ‘will be the stepping stone to clean election.’
