Chief Minister Neiphiu Rio inaugurates new police officers’ mess at New Police Reserve, Phesama.

KOHIMA — Chief Minister Neiphiu Rio on Friday inaugurated the new Police Officers’ Mess at New Police Reserve (NPR), Phesama, Kohima, and launched the Nagaland Police mess reservation app, in the presence of Director General of Police (DGP) Rupin Sharma, Ministers Kaito Aye and Bashang Chang, and Advisor Mathung Yanthan.
Speaking during the programme, the chief minister recalled that the old officer's mess was constructed in the 1980s and noted that the newly constructed office is a symbol of progress, vision, and commitment.
Rio remarked that the building can host various programmes and is for everyone, not just uniformed personnel, and acknowledged the facility booking app.

He urged officers to continue serving with vigour, discipline, and determination.
“Let this new facility be a reminder of a trust placed upon you and an inspiration to strive for excellence in everything to continue to undertake,” he said.
The chief minister also stated that Nagaland has one of the lowest crime rates, and credited police personnel for their work and the system in place.
The DGP recalled that two years back when he discussed with the chief minister about the lack of adequate mess and housing facilities for police personnel in Nagaland Police, especially in Dimapur and Kohima, Rio immediately agreed to allocate funds for three mess facilities: officers’ mess in Chumoukedima, one NGOs mess in Chümoukedima, and officer’s mess in Phesama.
Sharma described the old mess as a dilapidated facility with eight unlivable rooms, contrasting it with the new building featuring 21 rooms, including 11 suites, and pre-paid meters installed for all suites.
He requested the CM to consider releasing budgets under the RRT head for all departments on a pro-rata basis every month, in advance so that the pre-paid maters can be installed and run in all government offices. In the absence of advance release of budget, the payments cannot be made in advance, he added.
Varun Ahluwalia, Accountant General, Nagaland, shared that they're re-engineering entitlement workflows to be data-driven, paperless, interoperable, and AI-augmented.
Their goal is a transparent, timely, resilient, and future-ready pension and GPF ecosystem, focusing on people over processes. Key transformation pillars include digital integration of pension GPF workflows, citizen-centric interfaces, AI-augmented governance, and performance momentum, aiming to complete pension cases before retirement dates, the accountant general informed.
Ahluwalia also reaffirmed a deeper institutional commitment to create a benefits ecosystem that is responsive, future-proof and truly worthy of the men and women who have dedicated their lives to public service.
Imnajungba Jamir, chief engineer of Police Engineering Project, in his technical report, informed that the up-grade of the officers' mess was undertaken under the SASCI programme.
He mentioned that the aim of this project was to provide a functional, comfortable and secure facility for officers including dining, recreation and accommodation.
Jamir maintained that the project followed established engineering standards, safety norms with provisions such as fire fighting equipments and quality guidelines.
It was informed that the new building project was build at a cost of INR 7,02,87,000, and comprises of 34 rooms and 26 toilets.
