Chief Minister, TR Zeliang today held a meeting with DCs and SPs on law and order at Zonal Council Hall, Kohima. Addressing the meeting, chief minister said, the State has experienced certain incidents in recent times which posed a great challenge. Citing the Tuensang and Dimapur incidents, Zeliang said that those incidents were taken lightly in the initial stage and that was how it turned into serious issues.
The Chief Minister pointed out that taking preventive measures is very important as administration and police today are facing new types of challenges in dealing with situations especially pertaining to the social media.
He said, due to rumours swarming in the social networking sites, serious side-effects have been caused and there is a need to deal with such situations effectively.
Stating that DCs and SPs have huge responsibilities, the Chief Minister requested them to uphold the image of the State. He exhorted the officials to reactivate themselves, to be efficient and to uphold the constitution.
He regretted that the recent Dimapur incident has revealed security lapse and failure of the administration and such situations should not be repeated. The chief minister also voiced out the need to improve the intelligence network to be alert and vigilant. He also called upon all the DCs to take their developmental roles seriously.
Minister for Home Y Patton in his speech, emphasized on precautionary measures to be taken up and the need to rethink on how the rule of law and public administration should be carried out in the State. He also felt the need for proactive administration.
Noticing the absence of non-lethal crowd mechanism with the state police department, the Home Minister stated that crowd control infrastructure and anti-riot equipments should be made available at the state police at the earliest and that PHQ should submit a proposal to the government at the earliest.
He also said that a close coordination between the civil administration, police and intelligence agencies is required. The challenges of district administration and police have taken a new dimension with the advent of social networking and stop gap measures is not the solution, the Home Minister added. He also dwelt on issues of ILP and road safety and called upon all concerned to work together in a constructive way to bring back the good image of Nagas.
Chief Secretary, Nagaland, Pankaj Kumar, IAS said that the meeting has been called in short notice in view of the prevailing law and order situation in the State, and after noticing deficiencies and gaps coming to light.
He felt the need of the district administration to deal with situations firmly and swiftly and to nip the problem in the bud.
DGP Nagaland, L.L.Doungel also underlined the need for proper trainings for the police force and media management.
Commissioner, Nagaland, Sentiyanger, IAS in his welcome address called upon the DCs and the SPs to take stock of the prevailing law and order situation.
All the DCs and the SPs participated in the interaction with the chief minister where various issues were deliberated.
In his concluding remarks, the Home Commissioner, Nagaland, Neihu C. Thur called upon the officials to be impartial and be proactive.
Important issues discussed in meeting
Later, the DCs and SPs Conference was held at the Zonal Council Hall, Kohima. The first session was held under the chairmanship of Nagaland Chief Secretary Pankaj Kumar, IAS, where matters relating to the law and order scenario were deliberated upon.
The chief secretary directed the DCs and SPs to enforce law and order more effectively and underlined the need to ponder for stringent measures on the issues of ILP, road safety and village recognition etc.
The chief secretary said before new proposals for recognition of new villages are taken into consideration, they should follow the criteria with proper land record officer’s survey for map and have spot verification by the officials.
On disaster management, the chief secretary informed the officers that in case of any tragedy striking in their respective areas, the state government is ready to assist in all aspects. He called upon all DCs to deal with the situation promptly.
Nagaland Commissioner, Sentiyanger, IAS, informed the officials present in the meeting to give wide publicity on AADHAR card which is being linked to EPIC and bank accounts etc.
Dwelling on the road safety, Nagaland Home Commissioner, Neihu C. Thur said that our people have a casual attitude on road safety and less civic sense towards guideline etc.
He therefore urged the officers to properly sensitize and make the public aware on road safety.
On ILP, he said, it is a critical task which is enacted in the laws and should be personally monitored and supervised by the DCs and other senior officials.
Transport Commissioner, H. Achumi who highlighted on road safety, said that vehicles registered in Nagaland, was 331790 as on 31st March 2014 where 20479 were registered during 2013-2014. He said that they are enforcing all the regulation Acts as per the guidelines.
Secretary, NSDMA T.Ao, IAS highlighted fund relief given to the districts. He mentioned on the emergency relief fund, administration of states disaster relief fund and district management authority.
CEO, Nagaland, Sanjay Kumar, IAS said that as per the direction of the Election Commission of India, National Electoral Roll Purification and Authentication Programme aims to achieve 100 percent free errors in the electoral rolls which would be completed by 15th August 2015. He informed all the AEROs, AROs and AEOs to attend the meeting scheduled on 21st March 2015.
IT Secretary, K.D. Vizo briefed on banking through Common Service Centre (CSC) with the help of Village Level Entrepreneur (VLE) and said that at present, they have installed 8 mega connectivity in the district administration. He said that tremendous efforts have been given to Ralan area but it could not be set up due to technical problems. He therefore requested the DC Wokha and other DCs for cooperation while executing their works in their areas. OSD Finance, Tialemba also spoke on the major national scheme implementation of Pradhan Mantri Jan Dhan Yojana (PMJDY).
