In what has been called by the Chief Minister’s publicity team as “a bid to make the Chief Minister’s office people-friendly,” TR Zeliang on Monday launched a website of “his office” on which events and functions attended by the Chief Minister along with photos would be posted and can be accessed by anyone.”
A press statement from the CMO said that “important speeches of the Chief Minister and details of all the past Chief Ministers of Nagaland” have been made available on the newly launched website, www.chiefministernagaland.in. A ‘simple function’ to launch the website was attended by his Cabinet colleagues, it stated.
“The Cabinet today also discussed about e-governance to ensure transparency in all the departments. It was decided that the various departments would upload details and list of all government employees to check ghost/fake employees, check backdoor appointments etc. as well as to provide details of schemes and projects of the departments so that people will be made aware of the activities of the government. “To be in sync with the fast-changing world, the Information Technology & Communication department is to play a major role in disseminating information to the people so that people are not only made aware of the governmental activities but also to have transparent and judicious governance.”
The government also encourages all departments and their employees to use email, internet, departmental websites and other means of electronic media while conducting business within the government and with the general public in tune with the trend throughout the world to gradually shift from functioning of government offices to paperless environment, it stated.
“And to ensure a culture of openness, trust and integrity without compromising security of official information in governmental business, all websites under the government of Nagaland are to be securely hosted by the State Data Centre.
“Today’s Cabinet meeting approved setting up of IT Cadre wherein IT Technical Officers will be deputed to various departments to assist them in IT-related matters. Every department is to earmark 3% of their budget allocation for IT-related activities and that fund is to be placed under the Head of Account, department of IT &C.” Also to encourage investors, companies will be given 5% preference for every competitive tender provided they have a registered ice in the state of Nagaland and engage two-third of its employees from indigenous locals, it informed.
“Henceforth, all the government departments in the state are made mandatory to have a separate departmental website which should be hosted by, or migrated to the Nagaland State Data Centre.
All the departmental websites are to have information such as Annual Report, RTI, Activities & Project status, Budget Outlay, Employee details, Photo Gallery, Feedback, Downloads, Contact details, etc. It is in the pipe-line to introduce an interactive page where the people can interact with the Chief Minister’s Office with the intention of enabling the people to express their views and opinions on major issues.”
