Changchor Village GBs urged Kiphire administration to uphold Sangtam customary practices in head GB selection.

DIMAPUR — The Gaon Buras (GBs) of Changchor Village in Kiphire district have submitted a representation to the deputy commissioner of Kiphire through the EAC, Amahator, regarding the selection of the head GB of the village.
According to the representation, a meeting of the GBs was held on September 27, 2025, for selection of the head GB of Changchor Village. During the meeting, the GBs unanimously decided to select Tokhui Jingrü as the new head GB of the village following Sangtam customary practices and traditions.
The GBs stated that the decision was made collectively by the village GBs and the selected name was officially submitted to the district administration for approval and necessary action.

The GBs expressed concern over the office order issued on May 5, 2026, regarding the conduct of an election for the post of head GB through a “one household, one vote” system.
They maintained that the traditional process of selecting a head GB has always been carried out according to Sangtam customary laws and practices.
The GBs appealed to the competent authority to respect and uphold the customary traditions protected under Article 371(A) of the Indian Constitution and reconsider the order in the interest of peace, unity, and preservation of tribal customs.
The representation was signed by GBs namely Lipongse, Achumba T, Achumba K, Watheo, Tsipio, and Tokhui.
