Dimapur, July 4 (EMN): The Nagaland Cabinet has stated that the ban on appointments stands except for posts that are sanctioned, and from the administration the government has sought clarification about the criteria that qualify a person as an Indigenous Inhabitant of Nagaland.
The decisions were among a number of others that the government took on July 4 during a meeting of the cabinet. A DIPR update on Wednesday informed about the decisions.
Appointment against sanctioned posts only
The Cabinet discussed the issue of appointment to various posts in all the departments. It has directed the chief secretary to “re-iterate afresh” an earlier order banning appointments without sanctioned posts. Action should be taken on the erring officers and they should be penalised according to rules, the updates stated.
Recruitment Policy
The Cabinet discussed the recruitment policy of the state government and directed the P&AR department to frame a policy to conduct combined recruitment of grade-C and grade-D posts in all the departments simultaneously and ‘submit to the cabinet for decision.’
Further, the update stated, the P&AR department was directed to “re-iterate its earlier order” that appointment of grade-D posts in the districts would have to be filled by indigenous inhabitant of the districts only. All the departments should be directed to review all such cases of appointment and consolidate the proposal by the P&AR department, it was informed. They are to submit it to the cabinet for decision, the DIPR update informed.
Indigenous Inhabitant Certificate
Further, the cabinet discussed the issue of Indigenous Inhabitant Certificate in Nagaland. It has directed the Home department to issue a clarification immediately on the orders issued by the additional deputy commissioner of Dimapur, ‘which should be in line with the notification issued vide no. AR-08/08/76 dated 28-04-1977 clearly defining the criteria to qualify as an indigenous inhabitant of the state of Nagaland.’
The Home department was directed to submit a proposal to the cabinet on the issue of Inner Line Permit (ILP) ‘streamlining for decision,’ according to the DIPR.
Other matters that the updates informed about included the cabinet discussing and approving the Nagaland Water Policy of 2016; ex-gratia payment to the next of kin of central armed police forces, army personnel, the Assam Rifles, and the Nagaland police who suffer fatal, or non-fatal casualties during counter-insurgency operations.
‘The cabinet discussed and approved for enhancement of ex-gratia payment to the next of kin of central armed police forces / army personnel / Assam Rifles / Nagaland Police who suffer fatal and non-fatal casualties during counter insurgency operations, as proposed by the Home department,’ the DIPR update stated.
The cabinet also reviewed the matter of granting incentives to government employees who have acquired higher qualification by availing study leave, it was informed. The cabinet discussed and gave approval to exempt medical doctors, in partial modification of a P&AR department memorandum dated June 17 2014 and to ‘restore grant of incentives to the medical doctors for acquiring higher qualification.’
The department was asked to examine the issue of grant of study leave for specialisation and bring the matter before the cabinet, the updates added.
