
KOHIMA — The Nagaland Legislative Assembly (NLA) on Thursday passed ‘The Nagaland salaries, allowances and other facilities of the Chief Minister, Speaker, Deputy Chief Minister/ Ministers, Leader of Opposition, Deputy Speaker and other members of the Nagaland Legislative Assembly and Pension for Ex-Members (Sixth Amendment) Bill, 2024.’
The bill, introduced by Minister for Parliamentary Affairs KG Kenye, was unanimously passed.
‘The Nagaland Goods and Services Tax (Seventh Amendment) Bill, 2023’, which was introduced by Chief Minister Neiphiu Rio, was also passed.
Resolution adopted on public debt
The chief minister also moved the house for the consideration and adoption of the resolution on repeal of ‘The Public Debt Act, 1944’ and amendment of ‘Government Securities Act, 2006.’ The resolution was unanimously adopted.
While moving the resolution, Rio maintained that ‘The Public Debt Act, 1944’, which regulates the operation of government securities is a pre-constitutional Act. Whereas, the Act has become redundant with the enactment of the new Act i.e ‘The Government Securities Act, 2006.”
He added that since public debt is a state subject, repeal of ‘The Public Debt Act 1944’ can be done only as per the procedure prescribed under Article 252 of the Constitution, which requires passing of resolution for repeal of the 1944 Act by the state legislature.
