The Assam Cabinet on Sunday approved seven bills, including those dealing with ease of doing business and facilitation for setting up MSME units, to be introduced during the upcoming budget session of the assembly, Chief Minister Himanta Biswa Sarma said.

GUWAHATI — The Assam Cabinet on Sunday approved seven bills, including those dealing with ease of doing business and facilitation for setting up MSME units, to be introduced during the upcoming budget session of the assembly, Chief Minister Himanta Biswa Sarma said.
It also approved an integrated emergency response system to be operated by the police and a new dairy infrastructure by AMUL, he said.
The budget session of the state assembly will commence on Monday.
Sarma, addressing a press conference after chairing the Cabinet meet, said among the seven bills approved is the Assam Land and Revenue Regulation (Amendment) Bill, 2026, which allows the sale of land in the vicinity of religious places, iconic structures, etc. to only those who have been living in these areas for the last three generations in Barpeta, Batadrava and Majuli.
“This Bill was approved by the assembly earlier, but when it was sent for Presidential assent, the Centre made a few suggestions to make it stronger. These have been added, and the new amendment Bill will be brought,” he said.
The Assam Ease of Doing Business (Amendment) Bill, 2026, which will facilitate single-window clearance for establishing various ventures, was also okayed by the Cabinet.
The Assam Micro, Small and Medium Enterprises (Facilitation of Establishment and Operation) Bill, 2026, was also green-lighted by the council of ministers.
It will enable setting up of MSME units in the non-polluting sectors without prior government approval for the first three years, he said.
The Cabinet gave its nod to the Assam Tourism (Development and Registration) (Amendment) Bill, 2026, dealing with registration of homestays, hotels, etc.
The colonial-era Sarais Act will be repealed as its provisions have been incorporated in the new bill, Sarma said.
During the meeting, the Assam Jan Vishwas Bill, 2026, was also approved, which relaxes some provisions of town and country planning rules and land reclassification rules, among others.
The Cabinet also okayed the Guwahati Satellite City Development Authority Bill, 2026, Sarma said, adding that it will put to rest speculations that private investors were being handed over the project.
“Many people were saying that we were planning to give land to Adani and Ambani in the name of developing the satellite city. Now, everyone will understand that it is the government that will develop it,” he said.
The chief minister maintained that if corporate groups like Adani and Ambani made major investments in the state, it would lead to an economic boom.
The council of ministers also cleared a proposal for an emergency response system, to be available on dialling 112, integrating police, fire, health and disaster response services into a unified, 24x7, technology-driven platform, Sarma said.
For this purpose, a new emergency response centre will be established at the Lachit Barphukan Police Academy in Dergaon, and the Centre for Development of Advanced Computing will be onboarded to implement the Assam Police Emergency Management System Project (Dial 112), he added.
“States like Uttar Pradesh and Telangana have been implementing such an integrated helpline service, and we will follow suit now,” Sarma said.
Austerity measures announced earlier were relaxed partially by withdrawing the restriction imposed on foreign visits by ministers and government employees.
“With prior permission from the government, employees can undertake foreign travel for personal reasons. Also, official visits for training and other purposes will be allowed,” Sarma said.
The Cabinet also approved amendments to the Assam Minor Mineral Concession Rules, 2013, to address operational gaps, seasonal supply disruptions and inadequate enforcement mechanisms.
All inbound vehicles carrying minor minerals (sand and stone only) from neighbouring states shall pay Rs 150 per cu.m. charge, and a transit fee of Rs 200 per vehicle will also be levied, the CM said.
Leasing of 33 bighas of land to Kaira District Cooperative Milk Producers’ Union Ltd (AMUL) for establishment of bulk mill coller/chilling centre for milk procurement in Biswanath was also okayed by the Cabinet.
The Assam Shops and Establishments (Amendment) Bill, 2026, was given the nod by the Cabinet for inclusion of provisions consistent with the Central Act in this regard.
For streamlining agar business and ensuring that those involved benefit, a three-member ministerial group has been formed, Sarma said.
