Kohima, May 27 (EMN): The governor of Nagaland PB Acharya has given assent to the Nagaland Backward Tribes Commission (NBTC) Bill of 2016 at the sixteenth (special) session of the twelfth Nagaland Legislative Assembly.
The NTBC Bill was introduced by then Chief Minister TR Zeliang during the 11th session of the 12th state assembly on March 17, 2016, and placed for consideration on March 19. 2016.
The NBTC bill seeks establishment of a ‘commission for backward tribes in the state of Nagaland’ with special focus on the six tribes the Chang, the Khiamniungan, the Konyak, the Phom, the Sangtam and the Yimchungru. They are predominant in the districts of Longleng, Kiphire, Mon and Tuensang.
The objective of the Bill was to establish an effective mechanism for safeguarding the rights of backward tribes of the state with regard to implementation of policy of reservation of posts for them, and make recommendations on developmental, education, employment and health aspects of the backward tribes. The governor has also given his assent to the Nagaland Appropriation (no.1) Bill, 2016 and the Nagaland Appropriation (No.2) Bill, 2016.Nagaland Police Manual & Amendment Rules, 2014
Meanwhile Minister for Home Yanthungo Patton placed before the assembly the Nagaland Police Manual & Amendment Rules of 2014 with a substituted clause made in the Nagaland Police Manual Part-III, in Rule 33 (F).
The clause states that promotion to the rank of Assistant Sub Inspectors, which is a rank existing only in the District Police, shall be either from the Rank of Head Constable or Constable. For promotion from the rank of Head Constable, it will be by way of CPT, conducted by the department. The test will be called for those Head Constables who have served in the same rank for minimum 8 (eight) years and having minimum educational qualification of HSLC or above.
The entry point to ASI from the ranks of Constable shall be through a departmental examination to be conducted by the department for those constables who are graduate for General Category and HSSLC for Backward Tribe category and have served in the department for a minimum of 3 (three) years.
Out of the total vacancies at any point of time, 33.4% shall be by direct recruitment; 33.3% by promotion from head Constable and 33.3% by promotion from Constable.
The Nagaland Prevention and Control of Infectious and Contagious Diseases in Animals Act 2009
Parliamentary Secretary for Animal Husbandary and Veterinary Service, S Chuba Longkumer has laid on the table The Nagaland Prevention and Control of Infectious and Contagious Diseases in Animals Act 2009 (check post and quarantine camp, manner of inspection etc) Rules 2017.
The Rules stated that inorder to ascertain whether the animal is infected with any of the scheduled notified disease, the animal stopped at the check post or detained in the quarantine camp shall be inspected by the person in charge of check post or quarantine camp for any infectious and contagious diseases.
The person in charge, check post or quarantine station shall also collect necessary samples for laboratory examination, if required; animals may be detained at the check post for a period not exceeding 12 hours for the purpose of inspection, compulsory vaccination and identification/marking etc. After examination, the officer in charge shall either allow entry of the animal to the notified Control Area or Free Area by issuing an Entry Permit, appended with these Rules, or transport the animals to quarantine camp.
The cost of examining, vaccinating, ear-tagging marking the animal or any of other activity at the check post shall be fixed by the Director from time to time and shall be borne by the animal owner.
