Department of Underdeveloped Area (DUDA) was created in 2003 to cater to the special needs of the underdeveloped area people particular for Mon, Tuensang, Kiphire and Longleng districts besides other backward pockets of Peren, Tenning, Bhandari, Meluri, Aghunato and Satoi. The schemes implemented by the Department are Underdeveloped Area Programme (UDAP) apart from other special packages sanctioned by the Government of India from time to time.The Boarder Area Development Programme (BADP) entered the State of Nagaland along with the rest of the States bordering Bangladesh, Myanmar and Nepal in the Ninth Fifth Year Plan in 1997-98. The objective of the BADP guidelines is to meet the special needs of the people living in the most interior and inaccessible and difficult International border area in the Country. There are seventeen (17) States in the whole Country availing this special financial assistance from the Ministry of Home Affairs, Department of Border Management, Gol. The Government of Nagaland after creation of DUDA in 2003 has made it the Nodal Department for implementation of BADP scheme which is exclusively meant for Indo-Myanmar Border block villages in the State such as Phomching, Chen, Tobu, Aboi and Anjangyang in Mon District, Noklak, Panso and Thonoknyu in Tuensang District, Pungro and Khongsa in Kiphire District and Meluri and Wazeho in Phek District. There are 12 BADP border blocks comprise of 233 villages with a population of 2, 50,503 covering an area 4031.85 Sq Km and International boundary length of 213.125 Km. earlier there were only 7 border blocks till 2014 which have been now bifurcated to 12 blocks.
BADP schemes cover all important sectors-Road infrastructure, Social, health and Education, Agri and allied and Capacity Building besides other Special/Specific area schemes. Now the Ministry is giving more importance in the skill development of the border area villagers for their livelihood and improvement of their socio-economic condition. Therefore, DUDA is giving its utmost importance for Capacity Building and Skill Development Programmes to fulfill the objective of the guidelines for the benefit and improvement of the socio-economic condition of the Indo-Myanmar border block villages.
DUDA has been conducting various types of programmes and trainings mostly on Human Resource Development in nature under BADP Capacity Building Programmes since 2007 such as, Career Counseling and First Aid Seminars, Free Medical Health Camps, Entrepreneurship and Backyard Farming Seminars, Bamboo and Wood Craft and Tailoring Vocational Trainings, Exposure Tours, Participation in the Hornbill Festivals by DUDA BADP Trained Artisans, Distribution of Tools/Machines for Artisans, Mechanized Masonry Training with Stone Cutting Machines, Multi-Skill Development on Fitting/Welding etc, Graphic Designing and Video Editing, Sheet metal fabrication, Beautician Training, Diploma in Shorthand, Diploma in Computer Application, Power Tiller distribution for Farmers, Agri &Allied Seminars for Farmers with Field trip, Masonry/RCC Training, Plaster of Parish Arts, 4 years Diploma Engineering course in Tool & Die Making etc. all these programmes are successfully fulfilled/implemented in collaboration with the Assam Rifles, Medical Department, Veterinary & Animal Husbandry Deptt, Agriculture Deptt, Horticulture Deptt, ICAR, Honey Mission, NEPED, Land Resources, Craft Council, Zynorique Initiatives, NIIT, District Administration of Mon, Tuensang, Kiphire and Phek, Capital Institute, Blue Saloon, Nagaland Tool Room and Training Center (NTTC), Pinnacle Skills, Indian Red Cross, Kohima Science College, Pusa Craft Center, Savio Crafts & Research Dev Center, Entrepreneur Associated (EA) etc. the Department is in the pipeline to take-up some more innovative and resourceful training programmes by next year. The Department also conducts baseline Survey from time to time to ascertain the overall status of all BADP villages of Indo-Myanmar border blocks by taking into consideration all important parameters. More than 5000 BADP area population have been benefitted through these various programmes of Capacity Building Programme till date. The motto of the Department is “Reaching out of them” through various programmes of Border Area Development Programme for the Indo-Myanmar border block villages.
