Diphu, Aug. 3 (EMN): Supporting the call of All India Federation of University & Colleges Teachers’ Organization (AIFUCTO) protest against the draft bill of Higher Education Commission of India (HECI) Act, 2018, Teachers Association of Assam University Diphu Campus Teachers (AUDCTA) organised a protest rally on its campus at AUDC, Lumding road, 8 Km on Friday, August 3. The rally started from Library building and preceded towards Semson Sing Ingti admininstrative building and submitted a memorandum to Pro-Vice Chancellor Prof. Dr. Sivasis Biswas which was hand over by Dr. Vulli Dhanaraju, General Secretary, AUDCTA.
The demands of the association highlighted in the memorandum are immediate withdrawal of Higher Education Commission of India (HECI), Act, 2018, cent percent central assistance to the states for simultaneous and uniform implementation of 7th UGC Pay scale across the country, uniform pay scale and service conditions for adhoc part time, contractual, guest teachers, reject NPS and implement Old Pension Scheme for all the teachers, withdraw HEFA, HEERA and Graded Autonomy, parity of pay scale and service conditions for DEP with teachers, permanent appointment on all vacant posts in universities and colleges, dialogues and discussion with all stake holders for Education policy and to maintain the democratic, secular and public funded higher education system in India and to stop privatisation, commercialisation, corporation of education.
Talking to the media persons, Dr. Vulli Dhanaraju, General Secretary AUDCTA said, the Government of India is coming up with the new Act of Higher Education called Higher Education Commission of India (HECI), Act, 2018, in order to rule the Higher education in the country; the Act clearly discriminated various institutions of the country, at present there are 786 Universities in India which will be going under the control of this Act, which mean the Government of India is directly interfering in the autonomy of the higher education and universities in the country, this problems is not only for teachers but the higher education especially there are 35 million students who were under higher education in the country. Regarding the total budget allocations in 2013-2014 it was 5.7 but now when the BJP government party came into power in the centre the total budget allocations percentage is 3.67, lots of allocations fund has been cut from the University, so many of the colleges and universities in this country were scrutinised, most of the universities insecurity. Dr. Vulli also said, we AUDCTA has extended heartiest our solidarity to the AIFUCTO who is organizing mass dharna at Delhi infront of the Parliament here today, he said once the bill is passed then the higher education system will be over in India, at present the University Grant Commission (UGC) is ruling the university in the country as per concern. So we AUDCTA strongly condemned against the Higher Education Commission of India (HECI), Act, 2018 and also urge upon the government to scrap the Higher Education Commission of India (HECI), Act, 2018.
