Dimapur, Dec. 9 (EMN): The All Nagaland School Teachers Association (ANSTA) has disapproved the new service rules & cadre review notification of School Education department published in Nagaland Gazette on Nov. 29.A release issued by ANSTA president, Ponchulo Wanth and general secretary, Visato Koso, stated that the association has disapprove as the same exercise had been done without having any discussion and consultation with the association and stakeholders wherein so many reduction of avenues (as under) have been made for secondary-elementary section of the department.The ANSTA pointed out that the major points of disagreement in the notification are;1. Down up-gradation of graduate teachers pay band from 9300-34800 to 5200-20200 which is in terms of Rs. 4100 less than the existing PB and grade pay from 4200 to 3400, a difference of Rs. 800 less.2. Encadrement of Principal Director to IAS cadre.3. Reduction of Joint Director post/DEO from 19 to12.4. Reduction of 253 HM Post to 177 i.e. 76 post of HM reduced.5. HM & AHM to be withdrawn from composite GHSS by way of transfer and cessation of posting.6. The post of SDEO/Asst. Director post are further classified into Junior and Senior giving different Grade.7. The Association has been fighting for poor avenues and step motherly treatment of Secondary-Elementary section by the Government but the present notification further reduced the avenues of the section.“The fact of the matter is that revision of service rules or cadre review comes in a while (after 10/15 years) in other to improve/upgrade the existing system in view of prices escalation and changing situation. However as far as the present notification is concerned, it has reduced/downgraded the avenues instead of improving it,” the release stated.The association said it will never accept the notification in its present form if it is implemented as it is, as it will adversely affect the employees of the concerned sections. Therefore, the ANSTA urged upon the authority to review the defective areas of the notification as pointed out above before it is being legislated. Meanwhile, the association also informed all its members across the state to be mentally prepared for any eventuality as another phase of state wide agitation against the indifferent attitude of government towards teaching community is eminent if government failed to do the needful in time.
