ANGPTA Request Department for Preparing Seniority List

The All Nagaland Government Primary Teachers’ Association (ANGPTA) Central Officials and all the District Units’ Officials held a meeting on 19/12/2017 at CANSSEA Office building Kohima, and after a threadbare discussion over the issue, have resolved to suggest the following criteria to the department for consideration while preparing the Primary Teachers’ Seniority List. It is the considered view of ANGPTA, that the following criteria, if considered for implementation will avoid conflicts and also help in the smooth transition of the new Service Rule as far as the schedule for the primary teachers is concerned. 1. Seniority to be done as per the existing P&AR. Memoranda; NO.AR-13/21/74 dated 08-07-1975, NO.APPT-16/1/67 dated 19-11-1975 & 24-03-1976, whereby, it is the consistent policy of the government that the seniority will be counted from the date of regularization. 2. District wise seniority: The ANGPTA feels that the P/T seniority should be done district wise for the following reasons: (a) To avoid time consumption and also many other complications and resentment if we go for combined state seniority list. (b) Since the appointment of P/T is done on the basis of the district-wise examinations conducted by the District Selection Board, the same criteria (i.e. district-wise) if applied will avoid clash in seniority as the department results was issued district wise. (c) This will also help in creating equal opportunities for all concerned in each district, which in turn would avoid discontentment among the members. 3. In case of bulk regularization at the same time, the preference should be given basing on the date of birth, so that every incumbents of the cadre is benefited. 4. In case of tie in date of birth, alphabetic order to be considered. Over and above all these, we do hope and expect for an early and an impartial implementation of the Nagaland Education Service Rule, 2017, which is going to be a historic moment, especially for the Primary Teachers of Nagaland.
