Kohima, Dec. 12 (EMN): All Nagaland College Students’ Union (ANCSU) has submitted a memorandum to the chief minister asking for an alternative arrangement for payment of remaining amount of Post Matric Scholarship in order to avoid further misunderstandings.
“Despite the numerous appeals from ANCSU for deliberation of scholarship, the state government has paid no heed,” stated a ANSCU memorandum to the chief minister. The union has sought immediate action before the Winter Session of the Nagaland Legislative Assembly which is scheduled on December 14 and 15.
It may be mentioned that on November 30, ANCSU had set a 10-day deadline to the state government to release the second instalment of scholarship, which was unheeded to despite assurance given by the chief secretary.
Addressing the media, ANCSU president Katho P Awomi expressed dismayed with the performance of the state government saying that the latter was more interested into the affairs of the government thereby failing to look into the welfare of the people. He was of the view that scholarship disbursement for 2016 should not go beyond 2017.
Also speaking on the occasion, ANCSU vice president Benjong Longchar said that the assurance made by the chief secretary had failed to provide positive responds. He said that the students were victimized every year because of the delayed in payment of scholarship due to unknown reason.
In this regard he stated that ANSCU had submitted a memorandum asking for separate cell or nodal department for implementing of all the scholarship schemes.
“Different scholarship schemes are initiated by different respective departments, which create confusion among the beneficiaries and causes delay every year. And therefore, setting up of a separate Cell for all the scholarship schemes will definitely anticipate smooth functioning of the mentioned.” the memorandum reads.
The memorandum also asked the chief minister to revoke the P&AR dated 26th Oct. 2017 office memorandum. Opposing the 26th Oct office memorandum vide NO. AR-3/Gen-174/2007(pt) Dated 26th Oct 2017, for filling up class-III non-gazetted posts through departmental recruitment board and scrapping away from the purview of NPSC, depriving the rights of the Public Service Aspirants, the ANCSU appeal to CM to revoke the order through cabinet meeting immediately and to be reverted back to the purview of NPSC for free and fair competitions.
ANCSU has also opposed the 11th August 2016 P&AR O.M vide NO. AR-5/ASSO/98 Dated, Kohima, regularising the government employees appointed on contract basis under different departments with the completion of three years in service.
ANCSU has also condemned the backdoor appointment which directly or indirectly deprives the deserving candidates through fair and competitive examinations. ANCSU memorandum stated that it would not sit back and agree on such partial policies.
