The All India Chakma Students’ Union (AICSU) demands a CBI probe and trial transfer to Delhi in the Angel Chakma murder case, citing police inaction and hospital negligence in Uttarakhand.

DIMAPUR — The All India Chakma Students’ Union (AICSU) has written to the Chief Minister of Uttarakhand, seeking the transfer of the investigation to the Central Bureau of Investigation (CBI) and the shifting of the trial outside Uttarakhand, preferably to Delhi, in the case relating to the alleged racially motivated attack and murder of Angel Chakma, an MBA student from Tripura.
AICSU stated that the family of the deceased has lost faith in the Uttarakhand Police due to serious procedural lapses, including a three-day delay in registering the FIR despite the incident occurring on December 9.
According to an update, it stated that the Selakui Police Station refused to register the complaint on multiple occasions, which was registered only on December 12 after pressure from AICSU and others.
The union alleged a failure to invoke appropriate sections of law at the initial stage and attempts by senior police officials to dilute the crime by portraying it as a “fight” while ignoring elements of racial abuse.
The organisation also raised concerns regarding lapses by the hospital authorities, noting that Chakma was admitted in a critical condition to Graphic Era Hospital, a medico-legal case, yet the police were not immediately informed, raising questions of institutional negligence and lack of transparency during treatment.
Citing witness safety concerns, AICSU said the family members and the key eyewitness do not feel safe in Uttarakhand, necessitating the transfer of the trial to ensure a fair and impartial judicial process.
Among its key demands, AICSU called for a CBI investigation into police inaction, FIR delay, and lapses and possible medical negligence by the hospital. It demanded the shifting of the trial from Uttarakhand to Delhi and action against the police officials concerned for not registering the FIR and for misleading facts and protecting the accused.
It further demanded the immediate arrest of the absconding accused; invocation of the SC/ST (Prevention of Atrocities) Act; INR 2 crore compensation to the family of the deceased; and the creation of a special dedicated cell of the Uttarakhand Police similar to SPUNER (Special Police Unit for the North-Eastern Region) of the Delhi Police for the protection and assistance of people of the Northeast region studying or staying in Uttarakhand.
AICSU reiterated that justice for Angel Chakma cannot be compromised and affirmed its commitment to pursue the matter at all appropriate legal and constitutional forums.
