Advisor Kudecho Khamo calls for prompt DPR preparation and execution of CAWD projects in Nagaland.

KOHIMA — Advisor for Civil Administration Works Division (CAWD) Kudecho Khamo on Wednesday stressed the need for timely preparation of detailed project reports (DPRs) and completion of infrastructure projects, stating that effective coordination between engineers and administrative officers is essential to meet the developmental needs of the state.
Addressing a coordination meeting with CAWD officials at the department’s conference hall in Kohima, Khamo welcomed the posting of new Assistant Chief Engineer Ketuoselie Kenguruse.
Khamo said technocrats and engineers of the CAWD work closely with administrative departments, while administrative officers serve as the face of the government. He noted that their roles are closely interconnected and require mutual understanding and cooperation.
Pointing to the extensive administrative network across Nagaland's 17 districts, Khamo noted that the administration extends from deputy commissioners to additional deputy commissioners, sub-divisional officers, and extra assistant commissioners at various headquarters. He acknowledged the difficult working and living conditions faced by administrative officers in parts of the state, particularly the lack of adequate office infrastructure and residential facilities.

He said the state government, under the leadership of Chief Minister Neiphiu Rio, is working to improve these facilities gradually. He underscored that better working environments and residential quarters are necessary to motivate officers and enable them to discharge their responsibilities with dignity.
Addressing the challenges faced by field engineers, Khamo acknowledged the pressures associated with infrastructure execution. He said the state government continues to undertake projects despite financial constraints, including support under the Special Assistance to States for Capital Investment (SASCI) scheme.
He underscored the importance of preparing DPRs on time to facilitate execution and prompt completion, adding that infrastructure development must keep pace with administrative requirements.
Khamo further expressed concern over instances where landowners obstruct government projects despite having handed over land after receiving due compensation and employment benefits. Describing such practices as traditionally wrong and morally sinful, he said they hinder progress and raise concerns over the misuse of Article 371A in matters relating to land and development.
He called upon CAWD officials to work collectively, with each officer fulfilling assigned duties to improve public service delivery across the state.
