ADC & ERO, Mokokchung, informs all BLOs to strictly adhere to the provisions of the Representation of the People Act, 1950.

DIMAPUR — In pursuance of the instructions of the Election Commission of India (ECI), the ADC & ERO, Mokokchung, has informed that all Booth Level Officers (BLOs) are strictly directed to adhere to the provisions of the Representation of the People Act, 1950, the Registration of Electors Rules, 1960, and all instructions issued by the ECI from time to time.
All BLOs have been reminded that they are appointed under Section 13B (2) of the Representation of the People Act, 1950 and are deemed to be on deputation to the ECI under Section 13CC of the said Act while discharging election-related duties, a DIPR report stated.
Grounds for penalty
A Booth Level Officer (BLO) shall be liable for disciplinary action and penalty on any one or more of the following grounds:
* Dereliction of duty in the discharge of election-related responsibilities.
* Negligence or lack of due diligence in verification, field work, or reporting.
* Wilful non-compliance of instructions issued by the Election Commission of India.
* Unauthorised addition, deletion, shifting, or transfer of electors.
* Furnishing incorrect, misleading, or false information.
* Violation of the RP Act, 1950 or Registration of Electors Rules, 1960.
* Use of forged or fabricated documents.
* Any act or omission adversely affecting the accuracy, integrity, or credibility of the electoral roll.
* Failure to maintain neutrality, integrity, and transparency while performing BLO duties.
* Any act amounting to wilful or criminal misconduct consequences of non-compliance.
Any BLO found guilty of the above shall face one or more of the following consequences, including suspension and disciplinary action, FIR registration (with CEO approval), removal from BLO duties and future election roles, and other actions under RP Act and ECI rules.
The order also stated that all BLOs shall discharge their duties with utmost integrity, transparency and accountability.
Further, all EROs, AEROs, and BLO supervisors shall closely monitor the functioning of BLOs and report any lapse immediately.
“Any violation of these instructions will be viewed seriously and dealt with strictly.
“This order shall come into force with immediate effect and shall be treated as most urgent and mandatory,” it stated.
