[dropcap]I[/dropcap] have only heard of a GPRN/NSCN Invitation to ACAUT for a Meeting; however after the meeting, the ACAUT claimed one of its Members was detained in the Camp from 31 July to 2 August.
There are two questions on the matter:
i. Was the Invitation a case of Abduction by Deception?
ii. Was there an AGREEMENT made under DURESS?
In the first case;
If the meeting was held on a normal business-like atmosphere and the CAUT Members leave the armed Camp on their own volition, then the peaceful invitation Claim would have been strengthened. In that case, even if the exchanges in the Meeting were in a flayed manner or in acrimony, in all likelihood; it would still have been a peaceable one rather than a violent one.
And had the ACAUT Party left the Camp in One Piece, then, to all intents and purposes, the Meeting would have been regarded a constructive one. But when a peaceably unarmed Delegate was singled out, isolated and detained inside the armed Camp, then all claims of a peaceful Invitation is all sham.The ACAUT complaint is that their detained Member was blind folded, his hands bound like a criminal in Jail and interrogated from 31st July to 2nd August. The evidential circumstances suggest a pre-meditated deception for abduction. The Oxford Dictionary describes DECEPTION ‘a process of Deceiving’.
In a declared War, deception is used on the Enemy, but do the GPRN/NSCN regard the ACAUT its Enemy? The GPRN/NSCN has publicly in the New Media daubed ACAUT as Anti-Naga. If the (GPRN/NSCN) has used their wisdom, they would not have said so in the Media openly because the overwhelming majority of the Naga Public takes ACAUT as doing something of a great job for the Public and nobody believes what the GPRN had said. By making such an Audaciously Unwise Utterance, the GPRN/NSCN has thrown mud on it Face itself. The ACAUT is no perfect but No Naga Public would ever take the GPRN allegation the ACAUT is Anti-Naga; as of today, the Naga Public has great goodwill and total support for the ACAUT.
On the Second question:
Of an Agreement: the ACAUT has totally rejected the GPRN claim. The Signature may not have been forged, but if a signature is forced or made under threat, not even a Kangaroo Court would accept such a Paper! ACAUT is right in totally rejecting a so called Agreement forced on the Member under Duress.
The Indian Army may, in similar manner, even obtain the Signature of a GPRN high Official surrendering the entire Freedom Movement: But the GPRN is quite unlikely to accept such a Document. What one cannot accept as genuine, one can not be expected of others to accept.
Things done under ‘DURESS means Compulsion with ‘illegal Threat or Violence’.
The Bone of Contention between ACAUT and the GPRN/NSCN is Taxation. The Universal Principle for Taxation is only: “FOR SERVICES RENDERED”, not on the basis of Number of Governments. A Citizen pays Tax to the Municipal, to the State and to the Central Governments; all for SERVICES RENDERED by the Municipal, the State and by the Union Governments. The Citizens of a State pay tax to the Authorities for the Services they receive from the Authorities. To the best of my knowledge, the GPRN/NSCN does not render any Service to the Public: they have no right to exact Taxes from the Public. ‘No Services: No Taxation’, is the universal principle of Taxation in any Nation.
The maxim: ‘One Government: One Tax’ in the Nagaland was evolved out of late Mr. Mozolie’s prolific personal Mind, when he was the General Secretary of the APO nearly two decades ago and personally advised some people in some Villages to reply the demands of the several factions of the NNC in the Angami Region, that Demand for Fund will not be acceded till the NNC Factions become United together into One Unit. Some Angami Villages expanded Mr. Mozolie’s advice to include the NSCN who belatedly entered the detested Fund collection Drive.
A very high NSCN Functionary, still alive today wrote a very stiff worded warning to the APO to immediately rescind the Advice to its Angami Villages otherwise the NSCN will view the Organization as Anti-National and that they (NSCN) will be forced to collect Tax by its armed personnels.
The APO replied that Angamis have never been Anti-National in the 160 year history of the Naga Endeavor and asked the NSCN VIP not to collect Tax with its Army as no civilized Nation in the World collects its Revenue by its Armed Forces.
The GPRN/NSCN today claims they fight for the Sovereignty of the People but it is not known who entrusted them for that. If they actually stand for the Sovereignty of the people, what a great sacrifice it is, but genuine sacrifice never demands any repayment.
What is the State Government and the Governor doing when peaceful conscientious Public Figures are abducted with impunity from under the very nose of the Government by Organization with whom the Government is engaged in Peace negotiation? Is not Security of a helpless Widow or an Orphan the prime Constitutional duty to the Government? Why is the Government so silent when there is so much turmoil in the Society?
