With most respect and humble submission the undersigned on behalf of the Eastern Naga Students’ Federation (ENSF) have the honor to state the following few lines on the subject cited above for favor of your kind consideration and necessary action thereof please.
That Madam, the Federation appreciates the co-operation extended by the State Government against various grievances voiced by the ENSF on behalf of the people of the four districts of Eastern Nagaland and look forward that the Government would continue to give special attention as per the commitment made considering the needs of the people of this area.
In the light of various commitments and assurance given by the State Government headed by the Chief Secretary, Nagaland; Minister, School Education Nagaland; Eastern Nagaland Legislature Union; Commissioner & Secretary School Education; Director, School Education & SCERT; Mission Director RMSA & SSA, during a joint meeting held in the Conference Hall of the Chief Secretary Nagaland, the Federation had temporary called-off the agitation against the State Government on 26th Nov’ 2013. However, most of the commitments made by the state government on 26th Nov’ 2013 is yet to be implemented in letter and spirit. Therefore, the Federation is compelled to remind the state government to initiate necessary action on the aforementioned Agreement at the earliest.
Whereas, as per the Agreement No: 1. (A)(i) It was agreed that the recruitment process for 161 Post of Teachers under SSA would be completed and those appointed 161 Teachers would be posted in the school for performing duty on day-1(one) by these academic year. Thereafter, the department as committed would submit the names of all the Teachers appointed through such process to ENSF. However, when the Academic year has already started way back in the month of January, the department is yet to complete the recruitment process.
While appreciating the department for advertising the vacancies under RMSA on 16th Dec’ 2013 as agreed upon in the Agreement No: 1 (A) (ii) the Federation appeals the department to expedite the recruitment process immediately as there are many schools in Eastern Nagaland without math’s and Science Teachers, where the students have to endure all the hardship to get through the examination by themselves.
Whereas, as per the Agreement No: 1. (B) (i). the matter concerning to 132 teachers post as reflected in the Niathu Resort meeting minutes the department is yet to give clarification as to how the 132 teacher posts was merged along with the 825 teacher post . Thus so far the Federation is yet to receive any response as to how the matter is being taken up by the department.
Whereas, as per the Agreement No: 1. (B) (iii) it was decided that the Government will sanction 198 teacher posts giving the financial year 2014-15 as the dateline for its full implementation. However, the Federation is yet to get any response on the matter as to whether the proposal on the same has been made.
Whereas, as per the letter from the office of the Chief Secretary Govt. of Nagaland vide No: CSO/1/GEN/2014 Dated 14th January’ 2014 (Point No: 2. b) it states that the necessary Notification for allowing Kohima and Dimapur Centers as venue for the conduct of recruitment drive for the candidates of the 6 Backward Tribes is basically to facilitate the candidates from the six tribes to appear exam only. However, the Federation reminds the government to uphold the Agreement No: 2 SCERT-TET Issue (c) which reiterated that such post and vacancies against Dimapur district is opened for recruitment from all eligible Naga Tribes of the Nagaland.
As per the Agreement No: 2 (d) it was agreed upon that the govt. would establish DIET/BITE in the remaining districts of Eastern Nagaland where there is no such institution. However, the Federation is yet to see the follow up action taken by the department.
Whereas, as per the Agreement No: 3 the government agreed to give assurance letter in writing to the Federation for regular implementation of the Mid-Day-Meal on schools days as per the existing norms and the report submitted to the Union Ministry, however it is to be noted that the Federation is yet to receive any such letter from the government moreover it is a matter of great concern that the MDM scheme has not been implemented as per the guidelines of the central government so far.
Whereas, as per the Agreement No: 4 with regard to the recruitment of 304 post of DEF personnel against all the new police stations, upgraded police outposts to police stations and new police outposts, it was agreed upon that the advertisement and the recruitment would be completed and that the advertisement and the recruitment of the same should be completed by the next financial year 2014-15. However contrary to our agreement, official intimation from the office of the Chief Secretary to the DGP for follow up action indicated that such vacancies should be done against retirement vacancies. However, in order to avoid further complication in the future, the Federation is compelled to express its inability to accept any changes made in the 26th Nov 2013 agreement without the prior knowledge of the ENSF but request for the implementation of “Nothing less nothing more” than the said Agreement.
Therefore, may we humbly appeal your high authority to kindly look into the matter seriously and implement the agreement made upon at the earliest so as to avoid further negotiation and mistrust.
