His earnest appeal to the Union Home Minister, Shri Amit Shah, for the removal of the Protected Area Permit (PAP) regime and the timely clearance of permits for international delegates reflects not only administrative necessity but also the collective aspiration of the people of Nagaland.
For decades, the PAP regime has posed challenges for tourists, researchers, investors, and cultural representatives who wish to experience Nagaland’s rich traditions, natural beauty, and vibrant festivals. In a time when tourism has emerged as a critical driver of livelihood—supporting youth, artisans, farmers, entrepreneurs, and the hospitality industry—Nagaland cannot afford to remain constrained by outdated barriers. Delays in PAP clearance, especially during a global cultural event like the Hornbill Festival, risk diminishing the state’s hard-earned reputation as a peaceful, culturally rich, and welcoming destination.
What strengthens this appeal even further is the stature and credibility of the leader who has raised it. Among all leaders under the North East Democratic Alliance (NEDA), Hon’ble Chief Minister Dr. Neiphiu Rio stands out as the most consistent, loyal, and dependable supporter of the NDA Government. Through political transitions, national challenges, and evolving regional dynamics, he has remained steadfast—standing toe to toe in unwavering alignment with the vision of Hon’ble Prime Minister Narendra Modi. Under Dr. Neiphiu Rio’s guidance, Nagaland has upheld cooperative federalism with dignity and integrity. His administration has fostered peace, development, and political harmony while successfully promoting national programmes—from infrastructure development and rural progress to digital empowerment and social welfare initiatives. It is precisely because of this proven foundation of trust that his appeal carries profound significance. When a leader of such tested integrity raises a concern, it deserves immediate and serious attention from the highest levels of the Union Government.
The Hornbill Festival, celebrated as the “Festival of Festivals,” is no longer merely a regional event but an international cultural landmark. With participation from six partner nations this year, it serves as a gateway for global engagement, economic opportunity, and cultural diplomacy. Every international visitor contributes to the livelihood of countless families—musicians, farmers, taxi drivers, hoteliers, tour guides, craftsmen, performers, and young entrepreneurs. Any administrative delay directly impacts these lives and undermines months of preparation that Naga communities invest wholeheartedly.
The reintroduction of the PAP regime in December 2024 has placed Nagaland at a disadvantage compared to neighbouring states that enjoy a liberal tourism environment. Despite receiving positive signals from the Centre, the continued enforcement of PAP has created frustration among visitors and stakeholders.
Removing the PAP is not only a procedural requirement but also a symbolic step toward reaffirming the trust and partnership between Nagaland and the Union Government.
As a visionary leader, Hon’ble Chief Minister Dr. Neiphiu Rio is widely respected as a truthful, balanced, and visionary statesman. He believes in bringing people closer—whether at the regional level or the national stage—and upholds the principle of equal opportunity for every Naga. His leadership reflects the aspirations of the youth, the expectations of the grassroots, and the dreams of a progressive state. He is admired not because he stands for any particular political colour, but because he stands for the people.
And this is where the people of Nagaland must unite with conviction.
We must all stand together and support our Chief Minister when he stands for a common cause that affects every household, every community, and every future generation. At this moment, it is not about BJP, Congress, regional parties, tribal bodies, hohos, or organisational affiliations. It is about the identity, livelihood, and dignity of the Naga people. When Hon’ble Chief Minister Dr. Neiphiu Rio seeks intervention from the Centre, he does not do so as an individual or as a party leader—he does so as the representative of our people, carrying the collective voice of Nagaland.
