IMPHAL — More than nine lakh inner line permits
(ILPs) were issued and more than INR 13 crore generated as revenue since the
introduction of ILP five years ago in violence-hit Manipur.
- Among the 9,73,277
ILPs issued, 8,03,133 are temporary, 65,017 regular, 1,04,990 labour and
137 special, as on Monday (December 9).
- It may be mentioned that the ILP system came into effect in
Manipur from January 1, 2020. Manipur became the fourth state after Arunachal
Pradesh, Nagaland and Mizoram where the ILP regime is applicable.
- In states that come under the ILP regime, outsiders,
including people from other states of the country, need to take permission to
visit them. The objective of the ILP system is to prevent the settlement of
other Indian nationals in these states to protect the indigenous population in
terms of land, jobs, and other facilities.
- This came to light as the state celebrated five years of
successful implementation of the ILP system in Manipur on Monday, along with an
interaction session with beneficiaries of startups and entrepreneurs for
employment of internally displaced persons.
- Chief Minister N Biren Singh, accompanied by seven ministers
and 13 MLAs besides officials, attended the celebration at the City Convention
Centre in Imphal.
- Later, sharing photos of the event on X, Singh wrote, “I
express my heartfelt gratitude to our Hon'ble PM Narendra Modi ji and Hon'ble
HM Amit Shah ji for their visionary leadership and support in making the ILP a
reality. The ILP is a victory for all of us, and it stands as the strongest
step taken to preserve our identity, culture and resources. Also, inaugurated
the Inner Line Permit Facilitation X Centre, Jiribam district during the
observation.”
- Earlier, speaking on the occasion, the chief minister also
said that ILP was a major status granted to protect and save indigenous
population under the visionary leadership of Narendra Modi after Manipur
attained statehood in 1972.

- “We may not be able to save the land even if we’ve floated
or formed many Acts unless we’re sincere enough in implementation,” he said.
- Appealing to the people not to go with emotions, he said
that proper planning, strategy and preparations are needed, while also
directing the officials to be dedicated.
