
Dimapur, April 18 (EMN): The first quarter meeting of the under trail review committee (UTRC) was held across districts in the state in March. During the meetings, the committees considered the cases of 49 under trial prisoners (UTPs)/ convicts; 14 UTPs/convicts were recommended for bail/release, while five applications were moved post recommended and two UTPs/convicts were subsequently released.
Mokokchung DLSA conducted a UTRC meeting at District Court. The meeting was chaired by WV Patton, secretary, MDLSA. Somet Chang, chairperson, MDLSA, Aotula SP, Mokokchung, EAC Vitulo from District Administration, Jessica, jailer from SP jail, APP attended the meeting.
Mon DLSA conducted the UTRC meeting through video conference. Eight UTPs were recommended to be released on bail. All 57 UTPs and 15 convicts were reported from the jail authority.
Longleng DLSA conducted a UTRC meeting on March 30 headed by CJM Longleng. The members present were superintendent of police, Longleng, EAC Roko, public prosecutor-cum-government, pleader, panel lawyer, LDLSA. It said that there 16 UTPs lodged in Mokokchung district jail. Three UTPs were identified for default bail and informed of their rights under Section 167(2) CrPC.
Tuensang DLSA also conducted quarterly UTRC meeting on March 30 at the office of Superintendent of Jail Tuensang. SP Jail Tuensang Solezhol Neikha; Soteth Anar project assistant, Antimangyang Chang retainer lawyer, T Sangle jailor Tsg, Chubasangle Chang assistant jailor and Muthiam front office assistant TDLSA attended the meeting. During the meeting, the members decided to start having physical production in the court and three UTPs were recommended for legal aid.
The Under Trial Review Meeting for Peren District Jail was conducted on March 29 which was presided by Peter Resu, CJM Peren and attended by James Jami, SDPO Peren, Ihoilung EAC Peren, Asungbe N Hau (Retainer Lawyer PDLSA), Italang Ramlia (Project Assistant PDLSA) along with Bankathung Patton (Asst. Jailor). The committee discussed the medical facilities to be accorded to the inmates of Peren District Jail and urged the jail authorities to provide the necessary facilities at the earliest. The SDPO, Peren James Jami also reassured that proper security was detailed for transportation of inmates for medical or any other purpose. The budget allocation for medical expenses for inmates was also discussed in the meeting.
The first quarterly UTRC meeting was held at the chamber of the PD&SJ Dimapur on March 24. The meeting was attended by Inalo Zhimomi, PD&SJ, Seyielenuo Mezhii, CJM, C Motsunthung Yanthan, Supt of Jail, District jail, Yanshumthung Jungio, Asst. Jailor, Central jail, Tiamenla ADCP, Sonile Seb, Retainer lawyer and Nukshimatong, EAC. In the meeting, 10 UTPs were identified and recommended for release. Two UTPs from central jail were found to be mentally unsound, therefore the jail authority was directed to take them to the psychiatrist to evaluate their mental condition and place the report before the chairman of the DDLSA.
Kohima DLSA held the UTRC meeting on March 23 at district and sessions court building Kohima. UTRC chairman and Principal District and Sessions Judge Kohima Y Longkumer, Nokshei Kano (CJM and Secretary KDLSA) Teisi Thou ( Jailor district Jail Kohima) and Imsentila Pongen PL in-charge legal aid clinic jail attended the meeting.
Zunheboto DLSA conducted the meeting at Zunheboto. The meeting was chaired by Wokono Yhoshii, Secretary, ZDLSA. There are 16 UTPs and six convicts, it said. One recommendation was made by the committee. Shikato Swu (SDPO), Mopling Phom (EAC), Jenithung, (Asst. Jailor), Katoli T Chishi (APP), Tovi Yeptho (DPA), Easter Yepthomi (RL) and Inolito Swu (PL) attended the meeting.
Wokha DLSA held its meeting on March 15 while the members present were Duvelu Vero , Chairperson/ District and Sessions Judge Wokha, Khrievono Seletsu Secretary /JMFC WDLSA, Imkongsangba Jamir SDPO, Yanrenthung Kikon, Superintendent of Jail Wokha, Akatoli Achumi , APP Wokha, Shanchobeni P Lotha ,DPA WDLSA Meribemo A Lotha, Retainer Lawyer WDLSA , Renbonthung Tsanglao Panel Lawyer District Jail Wokha.
Kiphire DLSA also held the Under Trial Review Committee meeting on March 9 at District Court Complex, Kiphire, it added.
