INR 497.20 crore for creation of capital assets

Funds amounting to INR 497.20 crore were sanctioned by the ministry of Tribal Affairs’ Grants and Special Central Assistance division, to the government of Nagaland towards creation of Capital Assets (CCA) as part of the scheme Special Central Assistance to Tribal Sub-Scheme (SCA to TSS) for the year 2019-20, updates state. It is to carry out the following activities approved or finalised by the Project Appraisal Committee (PAC) on Feb. 12 2019 during a meeting.

According to the ministry’s report dated July 5 2019, ‘The committed liability was INR 10.00 lakh against the approved proposals for 2018-19. Total cost of the approved project-INR 1665.00 lakh, amount released-INR 1655.00 lakh.’

B. Education
12 Construction of a 100-bed girls hostel at Sakus Mission College Beneficiaries: 100 Landmark colony, Dimapur 250.00 The committee observed that the hostel should be attached with government school and colleges or any government institution. Not approved for not being a government college.
13 Construction of girls hostel building Beneficiaries: 200 Kandinu, Tsemenyu 100.00 Approved an amount of INR 100.00   The state to submit concept note detailing land availability, cost norms as State Schedule of Rates and confirm that the hostel is proposed to be attached with the school or college institution run by government.
14 Construction of boys hostel at Mount Zion School Beneficiaries: 98 Kushiabill, Dimapur 49.44 Not approved for not being a government school.
15 Construction of tribal hostel Beneficiaries: 200 Niuland, Dimapur 100.00 Approved an amount of INR 100.00 The state to submit concept note detailing land availability, cost norms as State Schedule of Rates and confirm that the hostel is proposed to be attached with school, college, or institution run by government.
16 Establishment of school of hospitality and tourism management under the aegis of Japfu Christian College Beneficiaries: Whole state Kigwema, Kohima 100.00 Not approved, as this is not a government college.
C. Income Generation      
17 Setting up of bio-plastic manufacturing unit Beneficiaries: 100 Dimapur 50.00 Not approved, as requisite details of the project has not been made available.
18 Food processing plant New Minister’s Hill, Kohima 400.00 Approved an amount of INR 400.00   State to provide concrete concept note detailing ownership of the plant, maintenance mechanism, bearing of recurring cost, itemized cost estimate, unit cost and capacity of creating direct and indirect jobs.
19 Setting up of mineral water bottling plant Beneficiaries: 100 Keleku, Phek 50.00 Not approved, as requisite details of the project was not made available. State to provide concrete concept note detailing ownership of the plant, maintenance mechanism, bearing of recurring cost, itemized cost estimate etc.
D. Skill Development
20 Vocational training institute Beneficiaries: 400 Diphupar ‘B’, Dimapur 200.00 Approved an amount of INR 120.00   State to provide trade-wise details of intended beneficiaries and placement opportunities. Further, state to confirm that the recurring cost of the VTI would be borne by the state government.
21 Vocational training Institute Beneficiaries: 160 Old Minister’s Hill, Kohima 80.00 Approved an amount of INR 80.00   State to provide trade-wise details of intended beneficiaries and placement opportunities. Further, state to confirm that the recurring cost of the VTI would be borne by the state government.
E. Sports
22 Construction of indoor stadium Beneficiaries: 200 Seyochung, Kiphire 100.00 Approved an amount of INR 100.00  The stadium should be attached with a government institution or entity. State to provide details of facilities to be provided in the stadium.
23 Construction of playground and rostrum Beneficiaries: 200 Changkong village, Mon 100.00 Approved an amount of INR 100.00 The stadium should be attached with a government institution or entity. State to provide details of facilities to be provided in the stadium.
24 Multipurpose indoor stadium Beneficiaries: 100 Longkhim, Tuensang 50.00 Approved an amount of INR 50.00  The stadium should be attached with a government institution or entity. State to provide details of facilities to be provided in the stadium.
F. Other Activities
25 Construction of community hall Beneficiaries: 400 Jotsoma, Kohima 200.00 Approved an amount of INR 150.00  No further committed liability on the part of MoTA. State to provide certificate regarding availability of land and cost estimates as per SoR.

The letter stated: “Funds under SCA to TSS must be utilised for raising socio-economic level of Schedule Tribes commensurate and state government shall ensure immediate transfer of funds to respective implementing agencies for implementation of activities to be approved by MoTA PAC / Competent Authority. Progress Reports of SCA to TSS may be furnished in the format prescribed by MoTA. A Certificate of actual utilisation of the grants received for the purpose, for which it has been sanctioned, is to be furnished to the Ministry as per provisions of General Financial Rules (GFR), 2017 amended from time to time.”
