Committee to review cases of suspended officers

Dimapur, Aug. 21 (EMN): The government has constituted a committee to review cases of government officers who are under suspension to determine whether there are sufficient grounds for the suspension to continue.

The government publicity agency, the department of Information and Public Relations (IPR), issued updates on Wednesday informing about the new committee.

The state review committee, which will review cases of suspended officers, comprise these officials: the chief secretary as chairman; the senior most additional chief secretary as member, and the principal secretary of the P&AR department as member-secretary, the IPR stated.

The Home commissioner/director general of police will be “co-opted” wherever a case concerning a member of the Indian Police Service is considered by the committee. Likewise, the commissioner-secretary / principal chief conservator of Forest will be “co-opted” wherever a case concerning a member of the Indian Forest Service is considered by the committee.

Terms of reference for the committee

i. The committee shall review cases of officers who are under suspension in order to determine whether they are of sufficient ground for the continuation of suspension.

ii. In every case the review shall be done within 90 days from the date of order of the suspension. In a case where the period of suspension has been extended, the next review shall be un¬done within a period of 180 days from the date of last extension.

iii. While ‘assessing the justification’ for further continuation of any suspension the committee shall look into the progress of any enquiry/investigation against the officer by obtaining relevant information from the authorities enquiring/investigating into the charges.

iv. While examining a case the committee shall consider the possibility of the officer under suspension tampering with the evidence, his influencing the process of enquiry or investigation and deprivation of his services during suspension.

v. The review committee shall submit a detailed report to the competent authority, while stating its recommendations and the reasons for arriving at the recommendation relating to the continuance of the suspension, the IPR added.
