New Delhi, Feb. 20 (PTI): Amid concerns in the party over leadership issue and calls for elections to the top post, the Congress Thursday said Rahul Gandhi was a clear successor for party president’s post to his mother and incumbent Sonia Gandhi.

Congress sources said Rahul was the only contender in the race for the president’s post because the entire rank and file of the party want him to lead, hinting that elections in that case may not even be necessary.

With differing voices emerging within the party over the leadership issue, a senior Congress leader claimed that Rahul has acceptability across the country and also the capability to lead the party.

There is also speculation that Rahul may be elevated to the top post in the proposed plenary session of the Congress slated sometime in April.

Sources in the party said that the session may be slated after the budget session of Parliament and a major section within the party wants Rahul to be installed as party president again.

Congress leaders Sandeep Dikshit and Shashi Tharoor have made calls for fresh elections for the party’s top post to infuse fresh vigour in the party.

Asked about the remarks made by these leaders, Congress chief spokesperson Randeep Surjewala said the Congress working committee has decided on the Congress president.

“If anyone has any doubts about this, he should kindly read the resolution of the CWC before giving any statements in public and they will gain some knowledge,” he told reporters when asked about Tharoor.

On Dikshit’s statement, Surjewala said though he has not read it but if Dikshit and leaders like him work hard in their own parliamentary constituencies the Congress will surely emerge victorious.

“I have not seen Dikshit’s remarks, but one must realise when the leaders contest themselves they should understand why they lost elections and how much votes they got.

“Instead of giving statements on social media and interviews in the media, if Sandeep Dikshit works hard in his own constituency and politically encash the work initiated during Sheila Dikshit’s rule, the Congress will emerge victorious. It is my appeal to every leader like Dikshit that instead of giving knowledge to the entire country, they should first show the benefits of their own work done in their constituencies,” he said.

While Dikshit has demanded that there should be fresh elections to the top post in the Congress respecting Rahul’s decision of resigning and not having a Gandhi as the next Congress president, his remarks has been supported by Tharoor.

“What Sandeep Dikshit said openly is what dozens of party leaders from across the country are saying privately, including many with responsible positions in the party. I renew my appeal to CWC to hold leadership elections to energise workers and inspire voters,” he said.

New Delhi, Feb 20 (PTI):  Army Chief General M M Naravane on Thursday said a roadmap has been prepared to implement the Supreme Court’s judgement to grant permanent commission to women officers, asserting that the force does not discriminate against any soldier.

Indian Army has taken the initiative to induct women in rank and file, and the first batch of 100 women soldiers is undergoing training at Corps of Military Police Centre and School, he said.

“The Supreme Court’s decision is a welcome one as it brings out a sense of clarity and purpose to gainfully employ officers for better efficiency of the organisation. I must assure that everybody in the Indian Army including women officers will be given equal opportunity to contribute to the nation as also progress in their careers,” he said hailing the verdict as enabling.

Speaking on the situation in Jammu and Kashmir, Gen Naravane said terror incidents have seen a downturn and the Army is maintaining pressure on terror groups.

There is an external dimension to the decrease in cross-border terrorism, he said, in oblique reference to the ongoing Financial Action Task Force (FATF) plenary.

Pakistan may have to rethink strategy as even China realised they cannot back their all-weather friend all the time, the Army chief said on the FATF plenary.

A sub-group of the global terror financing watchdog FATF on Tuesday recommended continuation of Pakistan in the ‘Grey List’ for its failure to check terror funding.

When asked on the health condition of hardline Hurriyat leader Syed Ali Shah Geelani, the army chief only said security forces are geared up to take care of any situation.

He also said the proposed Thal Sena Bhawan will bring all Army headquarter offices under one roof thereby improving the working efficiency, while reducing the carbon footprint and logistics requirements.

New Delhi, Feb. 20 (PTI): The aircraft India is sending to Wuhan with medical supplies will evacuate about 100 Indians from the coronavirus-hit Chinese city, the Ministry of External Affairs said on Thursday.

MEA Spokesperson Raveesh Kumar said the advisories regarding travel to and from China remain in place, but there was no ban on travel.

India is set to send a C-17 military transport aircraft to Wuhan to evacuate more Indians and deliver a consignment of medical supplies. India is awaiting clearance from the Chinese side.

“Those interested to come back have been asked to contact the embassy… subject to capacity limitations and other logistics, we will accommodate nationals of other countries as well,” Kumar said at a media briefing here.

He said about 100 Indians will be brought back on the aircraft and the exercise of compiling the names is still on.

“We are monitoring the welfare of Indian nationals (in China) on a regular basis. We have advised the people in Wuhan and the Hubei province to take precautions and follow instructions of local authorities,” Kumar said.

“You are aware that the government of India has decided to send an aircraft, a consignment of medical supplies on a relief flight to Wuhan and this is just a token way to express support to China as it continues its fight against the epidemic,” he said.

India’s national carrier Air India earlier this month evacuated over 640 Indians from Wuhan in two separate flights.

On the return flight, the aircraft will bring in Indian nationals who could not board the first two flights, Kumar said.

Asked about details of the medical supplies to China, Kumar said India has always been the first responder for its neighbours and friends in times of crisis and it was in that spirit that Prime Minister Narendra Modi offered assistance to China in a letter he wrote to Chinese President Xi Jinping.

“We are ready to dispatch the relief package as our token of support to China as they fight this outbreak. We are actually awaiting to get clearance to come from the government of China. So the moment the clearance comes, the relief flight will take off,” he said.

The death toll in the coronavirus epidemic in China has climbed to 2,118 with the death of 114 more people, while the overall confirmed cases increased to 74,576.

On the quarantined cruise ship off Japan, aboard which eight Indians tested positive for the novel coronavirus, Kumar said the Indian side is in touch with the Japanese authorities to work out the next steps.

“There are several possibilities that are being looked into,” Kumar said, without elaborating.

“Our embassy has been putting out regular updates. They are closely monitoring the situation. The quarantine ended yesterday. The disembarkation started and will continue for a few days. The disembarkation starts with the passengers first and the crew will be the last to disembark,” he said.

There will be a health protocol in place both at the time of embarkation after the release of the passengers and on arrival of Indian nationals in the country, he said.

A total of 138 Indians, including 132 crew and 6 passengers, were among the 3,711 people on board the cruise ship Diamond Princess that was quarantined off the coast of Japan.

Kumar said the eight Indians affected by the virus were being treated at a local hospital and “the situation is improving”.

New Delhi, Feb. 19 (PTI): There were tears and defiance too as the women of Shaheen Bagh poured their hearts out to the two Supreme Court appointed interlocutors on Wednesday, the first attempt to reach out to those sitting in protest against the citizenship amendment legislation for more than two months.

Advocates Sanjay Hegde and Sadhana Ramachandran as well as former bureaucrat Wajahat Habibullah went to Shaheen Bagh, the epicentre of the anti-CAA protests, to speak to the women and attempt to find a way out of the impasse.

Many said they would clear the protest site only after the CAA, NRC and NPR were removed.

“The Supreme Court has upheld your right to protest. But other citizens also have their rights and those should also be maintained,” Ramachandran told the crowd assembled at the spot in south Delhi in large numbers.

“We want to find a solution to the problem together. We will listen to everyone,” she said in Hindi.

Responding to the concerns raised by the women, Ramachandran said all the points will be put forward before the Supreme Court and discussed in detail.

“A country that has daughters like you can never face any threats,” Ramachandran said, adding “Liberty lies in the hearts of the people.”

Hegde explained in detail the Supreme Court order to the crowds. This was translated into Hindi by Ramachandran.

On Monday, the Supreme Court observed that the blockade of the road at Shaheen Bagh was “troubling” and suggested the protesters go to another site where no public place would be blocked. It, however, upheld their right to protest.

The apex court also asked Hegde to “play a constructive role as an interlocutor” to persuade the protesters to move to an alternative site. It said the interlocutors could seek Habibullah’s assistance.

The sit-in, which has been going on since December 16, has blocked a critical arterial road connecting Delhi and Noida, causing trouble to commuters and schoolchildren.

Bilkis, one of the feisty ‘dadis’ who has been demonstrating against the CAA since it began, declared they wouldn’t move an inch even if someone fires a gun.

The wizened elderly woman said the main tent where the podium has been erected covers only 100 to 150 metres of the road.

“We have not blocked the whole stretch. It is Delhi Police which barricaded the whole road in the name of security. Why don’t you get that removed first? We never asked police or any authority to block the roads for us. It is they who did it and are now blaming us for the blockade,” she argued.

A defiant Bilkis said they will not move until the CAA is repealed.

“They call us traitors. When we pushed Britishers out of the country, who are Narendra Modi and Amit Shah? We won’t move an inch even if someone fires at us. You remove NRC and CAA, we will clear the site in no time,” she said as the crowd of about 100 people cheered on.

Another woman broke down while talking to the mediators. She said they are protesting to save the Constitution but people see only the inconvenience of commuters who have the option of taking so many other roads.

“Aren’t we facing inconvenience sitting here in cold nights, without food, taking our children to the protest? We are ourselves so troubled, what trouble will we cause to citizens?”

She said the allegations that they are not letting ambulances pass and vehicles pass are baseless.

“The road hasn’t been blocked by us. In fact, it is the Centre that has blocked freedom in this country,” she added.

Another woman described their ongoing protest as mental trauma. She said they jump up even at the slightest noise at night, fearing police action.

The protest site witnessed firing earlier this month, triggering panic.

Many women said they had been living in the area since generations.

“We are not infiltrators who will move,” she said.

Ruksar, a resident of Batla House, said, “This government only dictates. The same PM was crying buckets that he feels for Muslim women and brought the triple talaq bill. They were searching for affected Muslim women to give justice. Here we are sitting in hundreds, give us justice now.”

Another woman told the mediators, “The SC took cognizance of the infant, Mohd Jahan, who died but what about the deaths of hundreds of children due to malnutrition and poor health care? Why doesn’t the court take cognizance of those deaths?”

The talks, which lasted for almost three hours, will continue on Thursday.

New Delhi, Feb. 19 (PTI): Chief Minister Arvind Kejriwal on Wednesday met Union Home Minister Amit Shah for the first time after taking oath and discussed various issues pertaining to the national capital.

Taking to Twitter, Kejriwal said both of them agreed that they will work together for the development of the national capital.

“Met Hon’ble Home Minister Sh Amit Shah ji. Had a very good and fruitful meeting. Discussed several issues related to Delhi. Both of us agreed that we will work together for development of Delhi,” Kejriwal tweeted.

The meeting at Shah’s residence lasted 20 minutes. It was the first meeting between the two leaders since Kejriwal took oath as the chief minister of Delhi for the third consecutive time on Sunday.

Later, talking to reporters, the chief minister said various issues concerning Delhiites were discussed during the meeting.

New Delhi, Feb. 18 (IANS): The ‘Kejriwal ka Guarantee Card’, released by Aam Aadmi Party chief Arvind Kejriwal ahead of the Delhi Assembly polls is the top priority of the newly formed government.

Just a day after taking charge of the departments, Kejriwal and his Cabinet have started working to ensure the 10 guarantees are provided to the people.

Kejriwal and his Cabinet took oath on Sunday and the Ministers took charge of their offices on Monday.

Now, Chief Minister Arvind Kejriwal has called a meeting of top officers on Wednesday to discuss the top priorities — the guarantees — to decide the plans for the implementation.

Among the 10 guarantees promised in the guarantee card, reducing air pollution by three times is one of the guarantees.

The newly appointed Cabinet Minister for Environment, Gopal Rai has also called a meeting on Thursday to plan out the details.

Kejriwal promised the continuation of 24 hours uninterrupted power supply and 200 units of free electricity to all in his first ‘guarantee’.

“The city will be freed from the web of wires and electricity will reach each household through an underground cable,” the guarantee card said.

As per the second guarantee, the AAP promised 24-hour supply of pure piped drinking water to each house in the next five years and said the scheme of providing 20,000 litres of free water will continue.

The third guarantee is to give a world-class education facility for each child in Delhi.

The card also promised better health facilities for all as the fourth guarantee.

Kejriwal’s fifth guarantee is to have the “biggest and cheapest” transport facility for the city.

“More than 11,000 buses will be on Delhi roads and the Delhi metro will have more than 500-kilometre stretch in the city,” the card said.

The AAP government will also work to improve the last mile connectivity.

In the card, Kejriwal also said on the lines of free bus travel for women, students’ travel will also be made free. “The bus rides for women will continue,” Kejriwal added.

The sixth guarantee is controlling air pollution in the city. It also includes a promise to clean the Yamuna.

While the garbage management is with the MCD, the AAP said it will make the national capital garbage-free in the next five years.

His eighth guarantee was to make the city safer for women and said the AAP government will also deploy ‘Mohalla Marshals’.

He promised roads, water supply, sewer, CCTV and mohalla clinics for the unauthorised colonies as his ninth guarantee.

His last and tenth promise is to give ‘pucca’ houses to people living in slums under the ‘Jahan Jhuggi Wahin Makan’ scheme.

“I am giving 10 guarantees to the city. This is not a manifesto. This is superior to the manifesto. These 10 things are the issues which affect all the people in Delhi.”

Kejriwal had signed the card after announcing the guarantees, saying “he will fulfil these promises in the next five years”.

Delhi Chief Minister without any department

The General Administration department of the National Capital Territory has notified the portfolios allocations to the Cabinet Ministers on Tuesday.

While Cabinet Ministers Manish Sisodia and Satyendar Jain are having eight departments each, the Chief Minister has kept himself away from any Department now.

The notification, published on Tuesday, said in the exercise of powers conferred under Rule 3 of the Government of the National Capital Territory of Delhi (Allocation of Business) Rules 1993, “the Lt Governor of the National Capital Territory of Delhi, in consultation with the Chief Minister”, has allocated the departments to the ministers of Delhi.

The portfolios of Ministers, according to the notification, says Manish Sisodia will be responsible for Education, Finance, Planning, Land and Building, Vigilance, Services, Tourism, Art, Culture and Language, and all other departments not specifically allotted to any minister.

Sisodia was heading the Women and Child Development in the last term, however, this time it has been given to Rajendra Pal Gautam, who was already heading Gurudwara Elections, SC and ST, Social Welfare and Cooperative Departments.

The Water department, which was with Kejriwal in the last term, has been given to Jain in the new term. Jain is now responsible for eight departments, one up from the last term. Health, Industries, Public Works Department, Power, Home, Urban Development and Irrigation and Flood Control Departments were with Jain in the last term and he continues to deal with them.

Environment and Forest department, which was with Kailash Gahlot in the last term has been given to Gopal Rai.

Now, while Gahlot is responsible for Law, Justice and Legislative Affairs, Transport, Administrative Reforms, Information & Technology and Revenue, Rai is having Employment, Development, Labour, General Administration Department, Environment, Forest and Wild Life.

Imran Hussain continues to have Food and Supply and Election Departments.

The train connects three Jyotirlingas — Omkareshwar near Indore, Mahakaleshwar in Ujjain and Kashi Vishwanath in Varanasi.

Infected Indians on board quarantined ship responding well to treatment

The six Indians infected with the novel coronavirus on board the quarantined cruise ship Diamond Princess off the Japanese coast were responding well to the treatment, the Indian embassy in Tokyo said on Tuesday even as 88 new cases of the deadly disease were reported on the vessel, taking the total number of confirmed infections to 542.

A total of 138 Indians, including 132 crew and 6 passengers, were among the 3,711 people on board the ship that arrived at the Japanese coast earlier this month.

The Japanese government on Tuesday said that final testing to detect positive cases of the COVID-19 have completed.

Eighty eight more people tested positive for the disease, taking the number of those infected on the ship to 542.

The ship was quarantined after a passenger who de-boarded last month in Hong Kong was found to be the carrier of the COVID-19 on the ship.

“Till 1800 (Japan Standard Time) today, no new #COVID-19 positive cases confirmed on #DiamondPrincess since yesterday,” the Indian embassy tweeted.

“All six Indian crew members already receiving treatment for COVID 19 are responding well to the treatment and their conditions are improving,” it said.

The embassy said it is coordinating with the Japanese government and ship management company for health and welfare of all Indian nationals on board.

C-17 aircraft to evacuate more Indians from Wuhan

India will send a C-17 military aircraft to Wuhan on February 20 to evacuate more Indians from the coronavirus-hit Chinese city and also provide medical supplies to China, military sources said on Tuesday.

The C-17 Globemaster, the biggest military aircraft in the Air Force, will carry a large consignment of medical supplies to China and bring back more Indians from Wuhan, the epicentre of the coronavirus epidemic, the sources told PTI.

According to the Ministry of External Affairs, the government till now has evacuated 640 Indians from China by sending to Air India planes.

The former Uttar Pradesh chief minister had made the claim while addressing a function at his party office in Kannauj on Saturday.

“There is a threat to my life from a BJP leader. I have received a threat call and a message from him. I have saved the message in my phone and will address the media in this regard in Lucknow in a day or two,” he had said.

Yadav was addressing party workers on the rising inflation in the country, when a youth from the crowd interrupted him and asked him what he planned to do about it if he returned to power.

The SP chief asked the youth to come closer as he was not audible.

At this, the youth shouted ‘Jai Shri Ram’ and Yadav questioned him whether he has any association with the Bharatiya Janata Party.

Following the incident, Yadav claimed there was a threat to his life from a BJP leader.

“Just two days ago, a BJP leader has threatened me and now today, this man was trying to jump inside the security cordon. He would have taken my life. What action will you initiate against him and under which act you will book him,” he had asked.

Responding to his concerns, Parliamentary Affairs Minister Suresh Kumar Khanna had said in the Assembly that Akhilesh has been provided ‘Z-Plus’ category security which comprises 182 security personnel.
